Audit Manager, Pennsylvania Emissions Team
Harrisburg, PA
Parsons is seeking an Audit Manager to support our Pennsylvania Emissions Team on an inspection compliance project with the Pennsylvania Department of Transportation. This position will lead a team of field auditors responsible for auditing vehicle inspection stations across Pennsylvania and ensuring compliance with annual contractual requirements.
In this role, you will have a unique opportunity to improve road and highway safety across the Commonwealth by providing leadership, direction, and operational support to a highly qualified team of auditors supporting Pennsylvania’s annual safety and emissions inspection program.
This position requires extensive communication with clients, subcontractors, and field staff. Limited travel within Pennsylvania is required. The schedule is Monday through Friday, 8:00 AM to 5:00 PM, with flexible work options available through our Harrisburg office. Parsons will train the right candidate in the automotive field. Essential Responsibilities
- Manage and support a remote team of field auditors, ensuring they have the equipment, supplies, and training needed to perform successfully
- Address auditor concerns, conduct performance reviews and evaluations, and monitor productivity
- Review and approve audit reports prepared by auditors for compliance, accuracy, and alignment with client expectations
- Evaluate and maintain company safety and quality assurance policies, and recommend procedural improvements where appropriate
- Support ongoing staff development through training, coaching, and performance feedback
- Promote a professional, positive, and collaborative work environment that supports employee morale and development
- Conduct staff meetings, prepare meeting agendas, and participate in management and industry meetings as required
- Assist the Region Manager with regional responsibilities and assume those duties in the Region Manager’s absence
- Support investigations and audit-related issues, serving as a liaison among inspection stations, subcontractors, and equipment manufacturers
- Resolve complaints professionally, including consumer complaints related to suspected fraud or audit investigations
- Identify opportunities to reduce costs and improve audit processes
- Assist in preparing monthly reports on audit activity, auditor performance, and other required program reporting
- Oversee or track station suspensions, analyzer lockouts, and revocations of inspection licenses
- Serve as an Auditor on an as-needed basis
- Perform quality assurance reviews of station files, audit files, station closeout files, and online auditing system records
- Review auditor reports for completeness and accuracy and route them to the appropriate personnel
- Maintain confidentiality and safeguard sensitive operational information
- Complete additional assigned duties and ad hoc tasks as needed
Preferred Qualifications
- Bachelor’s degree preferred, or equivalent related work experience
- Minimum of 4 years of related experience preferred, with leadership or management experience strongly desired; equivalent experience demonstrating the ability to lead a team will also be considered
- Experience in mechanical, law enforcement, contractual/audit compliance, automotive, or emissions inspection environments is preferred, but not required
- Strong written and verbal communication, interpersonal, leadership, and presentation skills
- Strong computer proficiency and problem-solving ability
- Working knowledge of vehicle inspection regulations
- Ability to review and process audit reports and interpret audit and station data
- Experience evaluating audit staff performance, making staffing or compensation recommendations, allocating audit resources, resolving issues, and identifying equipment needs
