Position: Associate Program Officer, South Caucasus
Reports to: Head of Office, Armenia
Scope: CIPE is seeking an Associate Program Officer based in Yerevan, Armenia for a one-year full-time engagement contract. This position is responsible for assisting in program implementation and supporting the Head of Office, Armenia and regional leadership in tracking the financial, strategic, administrative, and legal tasks involved in completing programmatic work.
Responsibilities:

Programmatic Responsibilities
  • Work with the Head of Office, Armenia and other regional staff to coordinate project management deliverables and activities for the portfolio, which typically includes:
    • Support data collection and documentation practices.
    • Assist active project partners to ensure high quality deliverables, including financial and narrative reports.
    • Monitor grantees, contractors, and consultants’ performance to ensure quality control in full compliance with procurement policies, financial reporting requirements, and evaluation plans.
    • Coordinate regular staff meetings, including facilitating discussions, drafting agendas, and tracking action items for domestic and international staff.
  • Collaborate with multiple CIPE departments to achieve programmatic goals, including Centers of Excellence, Field Offices, Communications, Grants and Finance, and other regional teams.
  • In coordination with supervisor, oversee contract fulfilment internationally which includes maintaining regular communication with contractors, updating narrative and financial reports, vetting final products, and corresponding with contractors to submit the final paperwork.
  • As directed, draft, review, and edit periodic reports, proposals, and other documents for submission to donor agencies.
Other duties may include:
  • Perform legal and subject matter specific research, as needed.
  • Manage or contribute to public outreach and communications, which may include managing social media accounts, writing blogs, and drafting promotional materials, in collaboration with the Communications department.
  • In coordination with regional leadership, support planning and executing internal and external events, including writing announcements and invitations, coordinating guests, publicizing on social media, and acting as primary tech support during the run of show.
  • In coordination with regional team leadership, support new business development opportunities and write concept notes for potential funding opportunities.
  • In coordination with supervisor, provide administrative support to field office as applicable.
Administrative
  • Edit specialized documents such as grant agreements, consultant contracts, reporting requirements for grantees, grant and contract modifications, etc.
  • Coordinate domestic and international travel arrangements and logistics.
  • Develop and maintain programmatic, financial, correspondence, and contract files.
  • Adhere to appropriate CIPE and donor policies and procedures.
  • As needed, translate partner documents or other programmatic materials.
Financial Oversight
  • Monitor and track payment requests, burn rates, accounting documents, travel expense reports, and documents for signature in close coordination with Grants and Finance teams.
  • In coordination with supervisor, manage multiple expenditure accounts by tracking finances (often in multiple currencies), drafting spending plans, and providing cost projections.
Qualifications
  • Bachelor’s degree in International Relations, Business/ Management, Economics, Finance, Political Science, Public Policy, Law, or a related field;
  • At least two years of administrative office and/ or programmatic experience; experience supporting international development programs is preferred;
  • Excellent knowledge of written and spoken English and Armenian languages; knowledge of written and spoken Russian language is preferred;
  • Demonstrated strong organizational, interpersonal, critical thinking, analytical and communication skills;
  • Superior organizational skills and dedication to completing multiple projects in a timely manner;
  • Ability to develop and monitor project budgets.
  • Ability to take initiative, prioritize and manage multiple, detail-oriented tasks. simultaneously with limited supervision;
  • Demonstrated research skills;
  • Demonstrated strong critical thinking and analytical skills.
  • Ability to work in a diverse team environment, across time zones and hybrid setting.
  • Proficiency in MS Office, specifically Word, Excel, and Teams;
  • Willingness and ability to travel to regions of Armenia as needed.
