Position Objective

The Assistant Vice President, Community Services (AVP, CS) provides operational, clinical, and administrative leadership to assigned Community Services programs. The AVP ensures high-quality, person-centered services while maintaining compliance with regulatory, funding, and agency requirements. The position provides oversight to program management and clinical teams and is accountable for program quality, staffing, health and safety, regulatory compliance, and operational performance.

Essential Duties and Responsibilities
  • Provides leadership, direction, and oversight to assigned Community Services programs and ensures services meet the needs and goals of individuals supported.
  • Maintains a visible leadership presence through regular announced and unannounced site visits and monitors program operations, service quality, staffing, and regulatory compliance.
  • Facilitates effective communication among individuals supported, families and advocates, healthcare providers, external service providers, and agency staff, ensuring significant concerns are communicated and addressed timely.
  • Reviews staffing patterns, schedules, vacancies, overtime, and temporary staffing to ensure adequate coverage and required levels of supervision.
  • Collaborates with Human Resources on recruitment and retention and provides supervision, coaching, mentoring, and performance management to assigned management and clinical staff.
  • Conducts supervisory sessions and leadership meetings and participates in interdisciplinary, clinical, operational, and family meetings as appropriate.
  • Collaborates with clinical, nursing, and medical teams to ensure appointments, referrals, recommendations, treatments, and follow-up are implemented and documented.
  • Provides oversight of referrals, admissions, transitions, transfers, and discharges and monitors program vacancies and capacity.
  • Monitors service delivery and documentation to ensure services are person-centered and consistent with Life Plans, Staff Action Plans, Plans of Protective Oversight, and other required plans.
  • Ensures programs comply with applicable federal, state, and local regulations, funding requirements, and agency policies and procedures.
  • Participates in audits, surveys, and regulatory reviews; develops and monitors corrective actions and supports implementation of new or revised regulatory requirements.
  • Oversees incident management to ensure incidents are reported, documented, investigated, reviewed, and followed up appropriately, including implementation of protective and preventive measures.
  • Ensures appropriate management and safeguarding of individual funds and periodic review of financial records and expenditures.
  • Monitors health, safety, emergency preparedness, facility conditions, maintenance needs, and availability of required food, household, medical, emergency, and medication supplies.
  • Reviews required individual and staff compliance systems, including LOC/LCED, DDP2, Medicaid certification, staff training, certifications, and performance evaluations.
  • Participates in agency committees and quality improvement activities and supports the Senior Vice President of Community Services in advancing divisional priorities.
  • Performs other duties and responsibilities as assigned.
Qualifications
  • Bachelor's degree in Human Services, Social Work, Psychology, Healthcare Administration, Public Administration, Business Administration, Special Education, or a related field required; master's degree preferred.
  • Progressive leadership experience in intellectual/developmental disabilities, behavioral health, human services, residential services, or a related field.
  • Experience overseeing multiple programs or sites and supervising management and multidisciplinary teams.
  • Strong knowledge of regulatory compliance, quality assurance, incident management, staff development, and person-centered service delivery.
  • Experience within New York State's intellectual/developmental disabilities service system strongly preferred.

  • Strong leadership, communication, coaching, organizational, problem-solving, and decision-making skills.
  • Ability to manage multiple priorities, analyze program performance, and address sensitive or urgent matters effectively.
  • Strong commitment to person-centered practices, regulatory compliance, and the rights and safety of individuals with developmental disabilities.
  • Ability and willingness to travel regularly among program locations, conduct announced and unannounced visits, and respond to significant operational matters outside standard business hours when necessary.

Skills Required
