Summary

The Assistant Director/ Streets position supports the leadership and management of the Street Department encompassing street maintenance, construction, equipment maintenance, and stormwater maintenance. This role will bring a balance of operational experience and forward-thinking leadership capability to oversee planning, maintenance, and operation of the city’s pavement and drainage infrastructure.

Pay Range: $119,918.68 - 155,670.61 (Depending on qualifications and experience)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Works closely with Street Department director to provide leadership, strategic direction, and management of the department   

  • Formulates, recommends, and implements policies, procedures, and strategies that support department and city priorities

  • Selects, trains, evaluates and supervises assigned professional, technical, and field staff

  • Oversees and manages resources, operations and logistics for assigned divisions to ensure operational effectiveness and quality service delivery

  • Establishes, analyzes and monitors business performance metrics

  • Manage all phases for assigned Public Works and special projects of varying size and complexity.

  • Directs and implements short and long-term strategic plans to maximize service life for pavement and stormwater assets.

  • Coordinates development and administration of annual operating and CIP budgets; responsible for implementing cost control measures and forecasting funding and expenditures

  • Represents as the department’s ambassador before City Council, community groups, industry partners, and other stakeholders

  • Provide quality service to customers and other stakeholders by resolving concerns and inquiries

  • Directs communications and outreach programs to enhance public awareness of department services

  • May be required to work nights, weekends, and holidays to support response to citywide incidents or special initiatives.

Minimum Qualifications

  • Bachelor’s Degree in Engineering, Construction Management, Public Administration, or related field

  • 8 years of professional experience in public works design and construction, project management, operations or related experience

  • 4 years management experience, preferably in a local or county government environment

  • Licensed Professional Engineer in Texas or ability to obtain within 6 months of employment

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience    

  • Master’s degree in Engineering, Business, Public Administration, or a related field of study

  • Project Management Professional (PMP) certification

Knowledge, Skills & Abilities

  • Knowledge of engineering, construction, design, and maintenance principles, techniques, and practices for public works projects

  • Knowledge of project and program management principles

  • Knowledge of asset management principles for municipal infrastructure

  • Knowledge of local government procedures for procurement of goods and services, along with contract administration

  • Skill in operation of a personal computer, including skill in use of Microsoft Office applications and other standard business applications Skill in budget development and administration

  • Skill in preparing and directing the preparation of reports, presentations, and other written materials

  • Skill in communicating effectively, both in oral and written forms, tailored to targeted audience needs

  • Skill in strategic planning and visioning for the future

  • The ability to adapt comfortably through complex and varied organizational process, procedural, and people-related dynamics is essential for success in this role

  • Ability to establish and cultivate effective business relationships with various stakeholders

  • Ability to work independently under general direction, exercise sound judgment, and handle sensitive/confidential information with care

  • Ability to read, prepare, and interpret construction plans and various technical documentation

  • Ability to develop, interpret, and apply rules, policies, and procedures governing department operations

Licenses and Certifications

  • Valid Class C Texas driver license

The incumbent works over half the time in a typical office environment, relatively free from unpleasant environmental conditions or hazards.  Occasional exposure to typical construction site environmental conditions and/or hazards is required.
