What You'll Do
As County Assessor, you will:
- Direct and supervise the personnel and operations of the Greenwood County Assessor’s Office.
- Ensure appraisal and assessment functions are completed accurately, timely, and in accordance with South Carolina laws and regulations.
- Lead, coach, and develop employees, including conducting performance evaluations and providing opportunities for professional growth.
- Work closely with the Deputy Assessor and appraisal staff to meet departmental deadlines and objectives.
- Communicate with taxpayers and investigate and resolve complex property assessment questions and concerns.
- Conduct research involving property ownership, boundaries, market values, and other information necessary for property taxation.
- Compile and analyze market data to establish real estate values using accepted mass appraisal and individual appraisal practices.
- Complete commercial appeals, ATI matters, and reassessments with assistance from appraisal staff.
- Interpret and apply applicable laws and regulations and ensure departmental procedures and forms remain compliant.
- Develop and administer the department’s annual operating budget.
- Coordinate with other County departments, including the Auditor, Treasurer/Tax Collector, GIS, IT, and Data Processing.
- Review processes, data, forms, and software and recommend improvements to increase accuracy and efficiency.
- Attend appeal conferences and assist with complex or non-routine appraisal matters.
- Communicate regularly with County administration and County Council regarding departmental activities and issues.
Minimum Qualifications:
- Bachelor’s degree in business, liberal arts, political science, or a related field.
- Ten years of appraisal experience, including supervisory experience involving performance evaluations, coaching, and employee discipline.
- Experience working in local government and interacting with taxpayers.
- Knowledge of applicable property assessment laws, regulations, and appraisal practices.
- An equivalent combination of education, training, and experience may be considered.
