- B.S. Computer Science, Information Technology, or a related field
- 7+ years total project management related experience.
- 3+ years of experience delivery cybersecurity services as part of a service delivery team.
- 5+ years experience in the Cybersecurity industry to include work experience supporting development of policies and procedures, technical standards, and workflow development.
- 3+ years experience in planning, managing and providing guidance pertaining to advanced cybersecurity capabilities including advanced IR services, forensics and threat hunting services.
- This role aligns to the NICE work role OG-WRL-010 (Cybersecurity Program Manager).
- Active PMP certification
Duties:
- Serve as the primary interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and AOUSC leadership.
- Provide overall program leadership and operational oversight for all SOC-related cybersecurity services.
- Manage all administrative, managerial, logistical, financial, and integration activities associated with BPA task execution.
- Develop, maintain, and execute the Program Management Plan (PMP), Integrated Master Schedule (IMS), Transition-In Plan (TIP), and Transition-Out Plan (TOP).
- Lead execution planning, staffing coordination, milestone tracking, and resource management for all BPA Calls.
- Oversee delivery of cybersecurity operational support across the following functional areas: Cybersecurity Triage, Incident Response, Forensics & Malware Analysis, Threat Hunting, Cyber Threat Intelligence, Detection Engineering, Insider Threat, Blue Team Support Services, and Cyber Exercise Support Services.
- Ensure compliance with applicable NIST, ITIL v4, Judiciary cybersecurity frameworks, JSOCIRP procedures, and SLA requirements.
- Manage and maintain program risk registers, issue logs, mitigation plans, and escalation procedures.
- Provide timely status reporting, executive summaries, KPI reporting, quality improvement plans, and operational metrics.
- Conduct weekly Program Management Reviews and provide written meeting minutes, action items, and follow-up activities.
- Coordinate staffing continuity and ensure operational coverage during Program Manager absences.
- Support continuous service improvement initiatives aligned with ITIL Continuous Service Improvement (CSI) principles.
- Ensure all deliverables are completed accurately, professionally, and within required timelines.
- Coordinate transition planning activities and knowledge transfer processes during contract transition periods.
- Manage cybersecurity technical writing and reporting activities supporting AOUSC leadership and stakeholders.
- Oversee contractor personnel performance, workforce planning, onboarding, and operational readiness.
- Ensure use of approved Government systems and tools including ServiceNow, Jira, Microsoft Teams, SharePoint, Visio, PowerPoint, Splunk Enterprise Security, and Microsoft Sentinel.
