SUMMARY:

The Concourse Group is a federal consulting firm,  seeking to fill a full-time position for an Acquisition SME to work on-site in a Federal Government Environment for an Acquisitions and Procurement Program. The position will be required to be on site in Washington, DC Monday-Friday.

The successful candidate will have a minimum of 8 years’ experience with Federal Acquisitions or a related field.

The Acquisition SME will be responsible for oversight and execution of contractor work on a large-scale Federal Acquisitions Program supporting a newly issued IDIQ contract vehicle. They will report to the Project Manager, work directly with the Project Manager and Senior Acquisition SME, and will support a cross-functional team. The ideal candidate will be intimately acquainted with the Federal procurement process, ideally within DHS, applicable regulations and possess the ability to distill large amounts of information into concise and professional reports and briefs. Acquisition planning, documentation development, stakeholder coordination, and post-award program management are three primary knowledge areas.

POTENTIAL RESPONSIBILITIES:

  • This is a client-facing position: Direct interaction with clients, both verbally and in writing, is required.
  • Supporting the development of critical requirements for acquisition planning.
  • Develop and maintain acquisition milestone schedules.
  • Development of solicitations.
  • Execution of planning market research.
  • Coordinating the requirements development with multiple parties that may include Federal stakeholders, team members, contracting officers and contracting officer representatives (CORs).
  • Responsible for pre-award and/or post-award functions for complex procurements of construction, equipment, services, and supplies.
  • Perform detailed analyses of all contractor proposal cost elements and make competitive range determinations.
  • Generating instructions, policy, and procedural guidance documents and SOPs for acquisition and non-acquisition team members.
  • The development and preparation of communication plans, status and stakeholder reporting, briefings, and other written deliverables.
  • Draft executive briefings and programmatic reporting.
  • Ensure contractual documentation supports sound business decisions, is of high quality, and is on time.
  • Support development of justifications for sole source and other required clearances, and prepared required documentation.
  • Monitor post-award contract and awardee performance and identify risks prior to issue impact.

SKILLS AND ABILITIES: 

  • Thorough understanding of the full-lifecycle Federal procurement process from planning to post-award monitoring and project completion.
  • Ability to assemble, communicate, and present information clearly both orally in platforms such as MS Teams and in written formats such as MS Word, MS PowerPoint, MS Excel, and the Adobe suite tools.
  • Familiarity with FAR Part 10 and HSAM guidance and regulations.
  • Familiarity with IDIQ contract vehicle processes. .
  • Must be able to provide an effective environment and delivery to teach and train team members when scaling occurs.
  • Requires the ability to understand customer problems, quickly learn new tools and technologies, and work both independently and as part of a team.
  • Ability to evaluate and recommend sequencing and alignment of projects with contracting timelines.
  • Ability to multi-task and keep action and performance data organized.
  • Possess a strong combination of analytical skills, critical thinking, intellectual curiosity, and reporting acumen.
  • Ability to interpret client requests enthusiastically and creatively construct and produce deliverables to exceed their expectations.
  • Strong verbal, written, and interpersonal communication skills for maintaining client and consultant relationships
  • Ability to solve problems using a detailed and well-ordered approach.
  • Ability to work effectively with a cross-functional team to produce timely work products.
  • Requires acritical eye for detail to ensure quality service, results, and client deliverables. Must be attentive to detail, maintain standards and actively check for errors before conveying final work product.
  • Possess a client-first acumen that supports exceptional results
  • Must demonstrate a commitment and history of being timely and meeting deadlines    

EDUCATION AND EXPERIENCE:

  1. Bachelor's degree
  2. 8+ years of Federal Acquisition experience required, DHS acquisition experience a plus
  3. Expert knowledge of FAR Part 10 and HSAM
  4. Small team management/leadership
  5. Able to work closely and effectively communicate in a cross-functional team and broadly with client representatives and company leadership.
  6. Ability to efficiently multitask and deliver on client requests in a timely fashion
  7. Self-directed with the ability to thrive in a detail oriented fast paced environment
  8. Detail-oriented, yet able to move forward efficiently in the face of unanswered questions

OTHER:

  1. Must be organized, positive, proactive, and results oriented.
  2. S. citizenship is required.
  3. Must be able to pass and obtain a public trust background.
  4. Must live locally in the Washington, DC/ National Capital Region
