Position Overview

The Acquisition Policy Analyst II supports the DARPA Adaptive Capabilities Office (ACO) Front Office across the research and development acquisition lifecycle, helping to develop policies and execute acquisition actions for procurement contracts, grants, cooperative agreements, and Other Transactions.

Roles and Responsibilities

• Support the administrative lifecycle for ACO research and development acquisition activities, including management of Scientific Review Memoranda, Broad Agency Announcements, Program Solicitations, Special Notices, and Requests for Information, with 95% of documents processed and routed without errors that cause delays

• Assist in the development and implementation of acquisition policy for research and development and services contracting in coordination with ACO leadership, the Contracts Management Office, and the Office of General Counsel

• Prepare and route acquisition documents through the acquisition process and outline projected program budget allocations for each performer with 99% accuracy

• Support evaluation of abstracts and proposals received under ACO solicitations, including coordination of evaluator panels, collection of evaluation materials, and documentation of results

• Maintain the ACO Office wide BAA and current acquisition document templates in classified and unclassified repositories and update standard operating procedures at least annually and upon personnel turnover

• Manage acquisition communications and document routing between ACO, Program Managers, the Contracts Management Office, and the Office of General Counsel to keep solicitation actions on schedule, with contractor caused delays not exceeding three business days per incident

• Track and analyze the acquisition lifecycle for classified and unclassified acquisitions and deliver at least one actionable process improvement recommendation each quarter

• Support the preparation of program documentation including Program Approval Documents, Security Classification Guides, Program Completion Reports, and RDoc narratives

• Maintain organized acquisition files and supporting documentation on classified and unclassified systems and ensure critical records can be located within 15 minutes

• Communicate professionally with the Government and contractor teammates while clearly identifying as a contractor at all times during meetings, calls, and written correspondence

Required Qualifications

• Minimum of four (4) years of experience in acquisition policy, contract administration, or contracting support for federal Government research and development clients

• Demonstrated experience with procurement contracts, grants, cooperative agreements, and Other Transactions

• Demonstrated experience developing and implementing policy for research and development or services contracting

• Working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

• Strong written and verbal communication skills and proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint, Teams)

• Strong organizational and time management skills with the ability to manage multiple acquisition actions in parallel

• U.S. citizenship

Required Education

Bachelor's degree from an accredited institution.

Preferred Certifications

• Defense Acquisition University Level I or Level II in Contracting

• Certified Federal Contracts Manager (CFCM)

• Certified Professional Contracts Manager (CPCM)

• Project Management Professional (PMP)

Required Clearance Level

Active Top Secret (TS) clearance.
