Job Summary: The Innovative Finance Partnerships Manager will lead the Green Value for Growth (GV4G) access to finance (A2F) activities. The role will focus on developing partnerships with financial institutions, development finance institutions (DFIs), impact investors, and private sector actors to increase financing for small- to medium-sized enterprises (SMEs), cooperatives, farmers, and value chain enterprises.
The manager will support the design and deployment of innovative finance instruments, blended finance structures, guarantee-backed lending mechanisms, and investment readiness initiatives aligned with the needs of agri-SMEs and farmers in Mozambique as well as the interests and mandates of targeted investor partners.
Program Overview: GV4G is a five-year European Union (EU) Global Gateway initiative supporting Mozambique to build a greener, more competitive, and climate-resilient agribusiness sector. The program focuses on transforming the soy, cashew, and coffee value chains in Central and Northern Mozambique through private-sector–led investment, regenerative agriculture, agroforestry, expanded local processing, and stronger market systems. By 2031, GV4G aims to mobilize approximately €26.8 million in public and private investment and benefit more than 44,000 farmers, enterprises, and commercial farm businesses while strengthening compliance with EU market requirements.
Using a market systems-based approach, GV4G integrates landscape restoration, value chain upgrading, enterprise development, and policy reform to create sustainable and inclusive economic growth. The programme strengthens production systems through climate-smart practices and digital tools, expands A2F and business development services for SMEs—particularly those led by women and youth—and improves the enabling environment for green investment and trade.
GV4G is executed by a consortium and the Embassy of the Kingdom of the Netherlands (EKN) serves as the EU’s delegated implementing partner for this Action.
Primary Functions & Responsibilities:
- Lead implementation of GV4G’s investment facilitation and innovative finance strategy.
- Conduct financial ecosystem analysis and identify barriers to agricultural finance.
- Build partnerships with banks, DFIs, impact investors, guarantee facilities, and blended finance providers towards unlocking and/or enhancing investment in targeted agri-SMEs and farmers.
- Identify and support investment-ready enterprises across soy, cashew, and coffee value chains working in close collaboration with the GV4G team(s) focused on enterprise development.
- Coordinate transaction structuring, pipeline development, and investment matchmaking activities.
- Support design and testing of innovative finance instruments including blended finance, de-risking instruments such as guarantees, digital infrastructure/data structures and climate finance solutions.
- Facilitate investor forums, pitch events, and investment roundtables to discuss and stimulate joint problem solving around investment opportunities and bottlenecks
- Work closely with enterprise development teams to influence demand-driven technical assistance (considering investor/financier requirements) and strengthen financial readiness and bankability of SMEs and cooperatives.
- Support design, deployment and/or mobilisation of catalytic grant mechanisms to de-risk and/or catalyse additional finance for underserved SMEs and/or influence flow of finance towards production finance at farm-level
- Assess opportunities to establish digital data structures/ infrastructure and systems to enable flow of finance - coordinating with existing initiatives or market actors providing related services.
- Contribute to donor reporting, partnership development, and programme learning.
- Represent TechnoServe and GV4G in investment and finance sector platforms.
Basic Qualifications:
- Bachelor’s degree + 7 years experience or Master + 5 years experience in Finance, Economics, Business Administration, Agribusiness, International Development, or related field required, relevant professional certification preferred.
- Skills in investment facilitation, agricultural finance, SME finance, blended finance, or private sector development.
- Demonstrated experience working with banks, DFIs, impact investors, or investment funds.
- Strong understanding of agricultural finance, enterprise development, and investment readiness.
- Experience supporting SMEs and agribusinesses to access finance in Mozambique or similar context.
- Experience in donor-funded or development finance programmes preferred.
Required Languages: Fluency in Portuguese and English.
Travel: Travel up to 35%.
Preferred Qualifications:
- Experience in climate finance, green finance, carbon finance, or regenerative agriculture financing.
- Knowledge of Mozambican financial institutions and investment ecosystem.
- Experience with EU, Netherlands, IFC, FMO, AgDevCo, or impact investor partnerships.
- Experience in soy, cashew, coffee, or agricultural value chain financing.
