Necessary expertise includes knowledge of survey design; knowledge of statistical techniques in the social sciences (however, formal model building/testing is not required);familiarity with secondary data sources in the relevant sectors (which include development, gender, and human rights as well as ICTs narrowly defined); previous experience of similar exercises in quantitative cross-country comparison; basic familiarity with theories and evidence on how ICTs can contribute to political, social and economic change would be very helpful, but is not a requirement.
