Job Summary

The Workforce Development Coordinator is responsible for building and strengthening the skilled workforce pipeline supporting Race Rock manufacturing operations.

This position connects workforce pipeline development, technical training, employee competency and retention. Working closely with Human Resources, Recruiting, Operations, Safety, Quality and production leadership, the coordinator will identify skill gaps, develop external talent pipelines, coordinate employee development and track workforce readiness across critical manufacturing positions.

The position reports directly to the Director of Recruiting with a strong functional partnership to Operations, ensuring workforce-development initiatives aligning with actual production needs and technical competencies.

Success is measured by Race Rock's ability to develop qualified employees, improve retention, reduce critical skill gaps and create sustainable sources of skilled manufacturing talent.

Duties and Responsibilities:

Workforce Pipeline, Job Fairs & Partnerships

  • Own and coordinate Race Rock's job fairs, career fairs, skilled-trades hiring events and workforce-development events, including planning, registration, logistics, internal participation and follow-up.
  • Develop partnerships with technical schools, community colleges, CTE programs, welding schools, workforce agencies, veterans programs and apprenticeship organizations.
  • Coordinate plant tours, classroom presentations, SkillsUSA events and other manufacturing outreach.
  • Build talent pipelines supporting welding, fitting, fabrication, metal prep, machine operation and other critical production positions.
  • Capture and track prospects generated through workforce-development activities and transition qualified candidates into the formal Recruiting process.
  • Measure job fairs and workforce partnerships based on qualified candidates, hires and retention, not event participation alone.

Workforce Planning & Analytics

  • Partner with HR and Operations to identify current and future skilled-labor requirements.
  • Identify critical skill gaps, workforce vulnerabilities and positions with inadequate qualified backup coverage.
  • Track workforce metrics including training progression, time-to-competency, retention, qualifications and external pipeline activity.
  • Maintain a monthly Workforce Development Dashboard for HR and Operations leadership.
  • Use workforce data to recommend training, pipeline and development priorities.

New-Hire Development & Retention

  • Coordinate structured 30/60/90-day development checkpoints for production employees.
  • Ensure new hires are assigned appropriate trainers or mentors.
  • Track employee development and identify individuals requiring additional training or support.
  • Monitor new-hire retention and identify trends by position, department, shift and workforce source.
  • Partner with HR and Operations to address development concerns before they become preventable turnover.

Career Development

  • Support defined career pathways for critical manufacturing disciplines.
  • Identify employees for additional training, certification and cross-training.
  • Coordinate apprenticeship and technical-development opportunities within the facility
  • Track internal progression into higher-skilled positions.
  • Build a relationship with Texas Workforce Commission, Technical Colleges and CTE schools specific to our needs. Identify workforce grants and training reimbursement opportunities where applicable

Minimum Job requirements:

  • Associate or bachelor’s degree in human resources, Workforce Development, Business, Education, Industrial Technology or related field preferred; equivalent relevant experience considered.
  • 3–5 years of experience in workforce development, manufacturing training, skilled-trades recruiting, technical education, industrial HR or manufacturing operations.
  • Experience supporting skilled trades or production environments strongly preferred.
  • Strong organizational, project-management and relationship-building skills.
  • Ability to partner effectively with production employees, supervisors, HR, Operations and external workforce organizations.
  • Strong Excel, reporting and data-tracking skills; HRIS, ATS or LMS experience preferred.

Defining Success in this Role:

The Workforce Development Coordinator creates measurable improvement in Race Rock's ability to find, develop, qualify and retain skilled manufacturing talent.

The role provides leadership with visibility into:

Where are our critical skill gaps?
Who are we developing to fill them?
Which workforce partnerships and job fairs are producing qualified employees?
Are our employees becoming competent and staying?

Recruiting owns the formal candidate and hiring process. Operations defines and validates manufacturing competency. Workforce Development builds and strengthens the pipeline between the two.

Conditions of Employment:

  • Successful candidate must submit to post offer, pre-employment physical examination/medical history check.

  • While performing the duties of this job, the incumbent is regularly required to sit and use a computer. No or very limited physical effort required.
  • Must be capable of being in the shop/plant when visiting the facility.
  • Some travel required to other Race Rock facilities.
