Anthro Energy is hiring a Government Programs Manager to lead execution of our government-funded programs and help grow the non-dilutive funding. The role blends three key efforts: leading technical program management of awards, writing winning grant and contract proposals, and supporting non-dilutive strategy and business development. 


You will lead existing programs end to end, including technical scope, schedule, milestones, deliverables, budget, risk, government reporting, and compliance. You will work cross-functionally internally and with external partners to keep programs on track and audit ready. You will lead proposal development from solicitation through submission. You will also support the VP of Government Programs and the executive team in identifying, qualifying, and capturing non-dilutive opportunities aligned with Anthro's go-to-market strategy.  

Responsibilities

Technical program management 

  • Manage assigned government awards and contract execution end to end, including scope, schedule, budget, milestones, deliverables, dependencies, and risk. 
  • Drive cross-functional execution across engineering, operations, finance, contracts, legal, and other internal teams. 
  • Lead preparation for program reviews, technical interchange meetings, site visits, audits, and other partner engagements associated with project execution. 
  • Prepare and submit reports, including progress reports, milestone updates, CDRLs, technical deliverables, invoices, funding increments, and closeout documentation. 
  • Maintain risk registers, action-item trackers, and deliverable calendars, and drive mitigation of technical, schedule, budget, and compliance risks. 

Grant and proposal writing 

  • Lead or co-lead proposal development from solicitation release through submission, including compliance matrices, outlines, schedules, and color-team reviews. 
  • Write and edit technical volumes, executive summaries, commercialization plans, management plans, and other narrative sections. 
  • Work with engineering to translate technical work into clear, compelling, and compliant proposal content. 
  • Coordinate with finance and contracts on cost volumes, budget justifications, cost share, and required certifications and representations. 
  • Maintain a reusable library of proposal content, past performance, résumés, and boilerplate. 

Non-dilutive fund strategy and business development 

  • Track the defense and energy funding landscape, including budget cycles, policy changes, and upcoming solicitations, and brief the VP of Government Programs on implications. 
  • Research and qualify opportunities against Anthro's technology roadmap, product strategy, and capacity, and prepare recommendations for leadership on funding opportunities 
  • Support capture planning for priority opportunities, including customer engagement plans, teaming approaches, and win themes. 
  • Support relationship building with government program managers, contracting officers, congress, primes, integrators, and end users across DoD, Intelligence and other agencies. 

Requirements

Required qualifications 

  • 5+ years of experience across technical program management, government contracting, proposal development, or business development, preferably in R&D, defense, energy, or advanced hardware. 
  • Demonstrated ability to manage complex, multi-party programs across technical, operational, financial, and administrative stakeholders. 
  • Strong technical fluency and ability to translate engineering work into proposals, program plans, milestones, and risks  
  • Excellent written and verbal communication skills, with the ability to communicate with engineers, executives, government customers, and partners. 
  • Proficiency with Asana, and other project management tools 
  • Working knowledge of federal award requirements, including allowability, labor charging, indirect rates, cost share, and in-kind reporting. 
  • Familiarity with the defense and federal funding landscape  
  • Technical degree in engineering, materials science, physics, or a related field. 
  • Ability to travel up to 25% of the time. 

Preferred qualifications 

  • Experience with technology development programs involving prototyping, testing, validation, manufacturing scale-up, or technology transition. 
  • Experience managing defense contracts and programs, including CDRLs, design reviews, and DoD reporting structures. 
  • Existing relationships with DoD PAE and other program offices, DIU, or/and defense primes. 
  • Familiarity with battery materials, electrochemistry, cell design, energy storage. 
  • US military veteran, especially with experience in acquisition, program management, or defense contracting. 
  • Active US security clearance is a plus 
  • PMP, DAU, APMP, or equivalent training.
