Title: Tariff Classification Expert

Client: Federal Agency

Location: Washington, D.C.

Ability to Work: Remote/Hybrid (personnel are authorized to work remotely, and therefore, performance may also take place at the contractor’s facilities based on the authority of the COR)

Clearance: Top Secret Eligible

Security Clearance Statement: This position requires a government security clearance; applicant must be a US Citizen for consideration.

Job Description:

This acquisition will directly support the enforcement of the tariff actions and affiliated exclusion program. To analyze and make tariff exclusion decisions, the agency requires staffing support that is not currently available at the agency. As the specific set and level of tariffs will likely be altered over time, the agency must have the flexibility to add/modify staffing as necessary to accurately and expeditiously process what will likely be substantial exclusion requests. The agency’s objective is to fairly and efficiently analyze each exclusion request filed to determine if the request should be granted or denied.
The contractor shall provide all personnel and supervision necessary to perform this requirement and shall maintain an adequate workforce for the uninterrupted performance of all tasks defined. When hiring personnel, the contractor shall consider the stability and continuity of the workforce as essential.
The government has the following minimum manning requirement for this contract in support of the Agency Investigation Exclusion Program:

 

  • 1 United States Tariff Classification Expert, estimated need is the equivalent of part-time, this expert will have broad knowledge of the Harmonized Tariff Schedule of the United States (HTSUS) and tariff classification principles in order to make reliable classification decisions and prepare tariff descriptions to incorporate in the HTSUS.


Tariff Classification Expert shall provide support the agency’s Investigation Exclusion Program; staff will analyze exclusion requests filed by importers of Chinese goods and make recommendations based on experience and specified criteria.
The following tasks shall be performed in the process of fairly and efficiently analyzing each investigation exclusion request filed to determine if the request should be granted or denied:

 

  1. Identify and analyze products at issue from written descriptions, specification sheets, import records, images, and/or videos;
  2. Conduct research on products, organizations, HTSUS classifications, and import/export data;
  3. Evaluate and categorize product and business information against technical, quantitative, and qualitative criteria;
  4. Apply knowledge of market and industry trends to assessment of products and organizations;
  5. Utilize digital software for research, record keeping, and analysis; and
  6. Manage large volumes of data using Excel and other digital tools.


 

Required Education, Experience, & Skills:

All contractor personnel performing services under this contract must be at least 18 years of age and U.S. citizens. The contractor shall provide personnel with the following qualifications to support this requirement, (all EOP contractor personnel must be Top Secret (TS) eligible):
 

  • Tariff Classification Expert with a minimum of 10 years applicable professional experience. Must have 10 or more years of U.S. Customs tariff nomenclature and classification experience evidencing broad knowledge of the HTSUS and tariff classification principles. The Expert must have the ability to assess product descriptions and determine if there is sufficient information from which to make reliable classification decisions under the HTSUS. It is preferred that the Expert have the ability to prepare tariff descriptions for incorporation in the HTSUS, which are administrable by U.S. Customs; however, this is not required, and the vendor will not be negatively rated for not having this experience.
