Job Summary & Responsibilities

VGS is seeking an experienced Subcontract Administrator that will support proposal activities and administration of a portfolio of subcontracts under active IDIQ, Cost-Plus and Fixed Price Prime Contracts in accordance with VGS's procurement policies and procedures. The Subcontract Administrator will be a strategic business partner to program stakeholders and will support change initiatives and continual enhancement of the procurement function and other supporting tasks as needed.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Acts as a team lead Supports proposal preparation, pricing activities, including price negotiation, in conjunction with multiple departments to submit a compliant bid for on new work and task order proposals. 
  • Support proposals for new business capture and task order proposals on Cost-Plus IDIQ's.
  • Assistance with proposals where there is a small business/supplier diversity requirement.
  • Formulates subcontracts in full compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), and internal procurement policy and procedures guidelines.
  • Analyze the subcontractor proposals and document the findings.
  • Working with the Contracts Administrators to ensure proper flow down of terms and conditions and technical specifications across Valiant's portfolio of subcontracts.
  • Performs price and cost analysis on subcontracts/proposals and documents negotiations.
  • Is proficient with fixed price, cost reimbursement, and time and material subcontracts.
  • Experience executing subcontracts subject to SCA (Service Contract Act) with wage schedules.
  • Experienced in negotiating and executing subcontract agreements with foreign subcontractors.
  • Acts as liaison between Valiant and the Subcontractor regarding requirements, performance, reporting requirements.
  • Develops and maintains follow-up status to the proposal/capture team and with
    subcontractors on all outstanding open subcontracts matters.
  • Advises management of potential risk and performance impact.
  • Tracks and reviews all monthly subcontractor invoices for compliance; routes invoice
    approval form to facilitate proper approvals and forwards to accounting for processing.
  • Develops and maintains all necessary reports associated with subcontracting activities.
  • Performs routine subcontractor due diligence activities as directed.
  • Participates in special projects as required and performs all other position-related duties as assigned or requested.
  • Other duties as assigned.


 


Preferred Qualifications

EDUCATION REQUIREMENT:  Bachelor's Degree with a concentration in business management/administration or Supply Chain focus preferred but not required.  Years of applicable experience can be substituted in lieu of a degree.


REQUIRED QUALIFICATIONS:

  • 4+ years of Subcontract Administration experience within a government contracting & CPSR environment.
  • Ability to evaluate proposals against SOW/PWS, demonstrate a working knowledge of FAR/DFARS.
  • Highly organized, action and task-oriented performer in a dynamic and fast paced environment.
  • Must be able to engage with various stakeholders and all levels (Vice President, Director and Program level associates) with a can-do attitude and strong follow-up on tasks.
  • Must have keen awareness and understanding of changing market conditions.
  • Has an understanding of government rules and legislation, and small business regulations and definitions; This position requires a strong understanding of the FAR & DFARS as it relates to small business.
  • Strong computer skills and excellent working knowledge of MS Word, MS Excel, and MS PowerPoint related software applications.
  • Excellent people skills.
  • Must be able to continually interface effectively with people on the phone, at trade shows, in meetings and other places, as well as internally in Valiant.
  • Must possess outstanding communication skills, both oral and written.
  • Available to work over the weekend to support program initiatives, proposal activities, corporate projects, etc.
  • Highly organized, action and task-oriented performer in a dynamic and fast paced environment.
  • This position requires a thorough understanding of building compliant files and following procedures in a CPSR environment.

PHYSICAL REQUIREMENTS:  Physical requirements may include, but are not limited to, lifting, ascending, and descending stairs, climbing, extended sitting or standing, to various degrees.

Skills Required

  • 4+ years of subcontract administration experience in a government contracting and CPSR environment

  • Strong understanding of building compliant files and following procedures in a CPSR environment
  • Strong computer skills and working knowledge of Microsoft Word, Excel, and PowerPoint
  • Strong organizational, task-management, follow-up, and communication skills
  • Ability to interface effectively with executives, program staff, subcontractors, and internal stakeholders
  • Availability to work weekends when needed for program initiatives, proposals, or corporate projects
  • Bachelor's degree in business management, business administration, or supply chain
