The Senior Project Controls Specialist is responsible for executing technical project control activities across multiple projects to ensure efficient, timely, and compliant delivery of work in accordance with Government and Plant directives. This role provides advanced technical aptitude, leadership, and integration across planning, scheduling, monitoring, configuration control, cost analysis, and performance reporting. The specialist ensures Project Managers have accurate and timely tools, data, and reporting mechanisms to validate project performance, budget adherence, and schedule compliance.

This position interacts extensively with internal stakeholders, external clients, and DOE/NNSA representatives, and plays a key role in supporting the organization’s strategic goals.

Key Responsibilities

Project Controls Execution & Leadership

  • Plan, coordinate, and direct project control activities to meet the demands of the Project Management mission in alignment with organizational authority and responsibilities.
  • Provide integration and oversight for project planning, scheduling, configuration control, monitoring, analysis, and reporting across multiple scopes of varying size, complexity, and risk.
  • Support development, monitoring, and control of project scope, cost, schedule, and risk plans.
  • Utilize project control tools and systems to proactively manage, track, and report cost and schedule performance for concurrent projects.
  • Ensure Project Managers receive accurate, timely tools and data to confirm projects are on track, within budget, and compliant with all requirements.

Cost, Schedule, and Performance Management

  • Manage development of cost, schedule, and risk plans; collect performance data; track progress; perform variance analyses; and prepare forecast of estimate-to-complete.
  • Identify and track changes or potential changes to project scope; evaluate cost and schedule impacts, and ensure visibility with clients and PMs.
  • Integrate cost and schedule data with company accounting and management information systems to support performance and financial goals.

Stakeholder Engagement

  • Interface with internal and external customers, including DOE, NNSA, and NPO representatives, ensuring project control outputs meet requirements and expectations.
  • Collect and analyze business inputs and ensure accurate distribution of resulting reports and documentation.
  • Support organizational vision and objectives by providing leadership, guidance, and high-level project controls insight.

Required Qualifications

  • Bachelor’s or Master’s degree, plus 10 or more years of relevant project controls experience.
  • Demonstrated 10–14 years of verifiable experience using Primavera P6 and performing project controls work.
  • Strong demonstrated knowledge of project control systems, Earned Value Management (EVM), and project management processes.
  • Proven ability to evaluate project issues logically and systematically and recommend effective solutions.
  • Strong oral and written communication skills, including reporting to customers and stakeholders.
  • Ability to work across all levels of an organization and engage effectively with external agencies.

Preferred Qualifications

  • 25+ years of scheduling experience.
  • 15+ years of scheduling experience on DOE 413.3B projects, with strong understanding of DOE policies, procedures, and project control requirements.
  • Advanced competency in planning and schedule compliance, cost control, change management, and variance reporting.
  • Excellent interpersonal skills, strong self-motivation, high professional standards, and ability to meet tight deadlines.
  • Advanced proficiency with Microsoft Office, Primavera P6, SAP, WebEVM (CloudEVM), Empower, and other project controls systems.
  • Cross-functional experience in Project Management or Control Account Management for DOE projects, including management of multiple scopes and vendors.
