SENIOR ATLASSIAN PLATFORM ENGINEER/SME

Job Summary

VSolvit requires comprehensive administrative, architectural, and engineering support for its Atlassian ecosystem, which functions as the core operational engine for the The Navy Continuous Training Environment (NCTE) Work Management Infrastructure. Currently hosted in an NCTE-managed Amazon Web Services (AWS) environment, this infrastructure must be modernized and maintained to the highest standards.

Responsibilities

Discovery and Requirements Gathering

Identify and document reporting, permissions, and access requirements across Jira, JSM, and Confluence to support the NCTE Work Management Infrastructure. Define issue types, issue hierarchies, and Confluence space structures. Map workflow requirements, including escalation paths, approvals, and transition states for the entire portfolio.

Service Portal Enhancement

Optimize and enhance the NCTE's JSM Help Center and its associated project portals with a primary focus on maximizing end-user usability and streamlining the user experience. This includes redesigning the portal's look, feel, and layout to be highly intuitive and visually aligned with organizational standards. Furthermore, the Contractor shall refine user access controls and core portal functions, simplifying the process for users to seamlessly navigate the environment, submit support tickets, track requests, and access Confluence self-service resources.

Design Configuration and Plugin Management

Design the Atlassian tools implementation (Jira, JSM, Confluence) in accordance with industry best practices. Configure projects, spaces, and workflows to meet documented requirements. Evaluate, implement, and maintain third-party plugins/add-ons to extend portfolio capabilities. Document all system configurations and architectural decisions.

Advanced Integrations and Enhancements

Architect, build, and maintain robust data connections between the Atlassian portfolio and external business intelligence systems, specifically PowerBI, to deliver advanced enterprise metrics, dashboards, and reporting capabilities. Design and implement Generative AI (GenAI) integrations and features (such as automated ticket triaging, intelligent virtual agent responses, automated knowledge base drafts, and work summarization) to drive operational efficiency. Assist in and create custom integrations for other required enterprise tools, specifically Elastic/Elasticsearch. Continuous identification and implementation of performance, UI, and capability enhancements to optimize the NCTE Work Management Infrastructure.

Other

Provide technical guidance and SME support. Plan and execute Atlassian IL5 Cloud migration. Coordinate testing, solutions, training, and sustainment with team and stakeholders.

Basic Qualifications

• U.S. Citizenship Required
• High School Diploma or equivalent
• Security+ or equivalent certification
• Ability to get and maintain a secret clearance
• 4+ years experience as a system administrator of Atlassian products
• Advanced knowledge of Windows (Server and Workstation) and AWS systems administration.
• Experience with PowerBI integration
• Proficient with AI use
• Proficient with Script Runner
• Proficient with Groovy Script
• Excellent written and verbal communication skills
• Strong organizational and planning skills
• Excellent time management skills and ability to multitask and prioritize work
• Attention to detail and problem-solving skills
• Good interpersonal skills to interface with internal and external customers and vendors
• Ability to work independently and in a team-oriented, collaborative environment
• Ability to accept oversight and instruction from mentors and team lead

Preferred Qualifications

• College level degree
• 8+ years experience as System Administrator of Atlassian products
• Experience working with the military and/or government
• Proficient with PowerBI
