Job Description

Responsible for building and managing the project/program management office/function for IT. Defines and develops enterprise-wide IT project/program management practices, governance standards, processes and metrics. Ensures projects/programs are defined, tracked and communicated in a consistent and effective manner. Incorporates effective change and risk management controls. Partners with IT and business leadership and other key stakeholders to define opportunities, to identify and prioritize projects based on predefined criteria (return on investment, productivity, compliance). Directs project/program managers with business case development. Responsible for ensuring all projects within IT portfolios/programs are delivered on time, within budget and to an agreed quality level. Must possess extensive knowledge and expertise in project/program management, portfolio management methodologies and tools. This is a single incumbent position that typically exists in a large enterprise with multiple program managers and/or project managers as direct reports.

DAILY DUTIES / RESPONSIBILITIES:

 REPRESENT THE SC DEPARTMENT OF SOCIAL SERVICES WHILE WORKING WITH OUR VENDOR MANAGED PARTNER DURING ALL PROJECT RELATED ACTIVITIES.

 SINGLE POINT OF CONTACT FOR AGENCY IMAGING PROJECT

 WORK WITH TEAM TO ESTABLISH PROJECT SCOPES AND TIMEFRAMES

 LEAD THE REQUIREMENTS SESSIONS WITH KEY STAKEHOLDERS TO DEFINE THE NEEDS OF THE NEW SOLUTION

 PLAN AND SET DIRECTION FOR THIS PROJECT THAT SUPPORTS SEVERAL AGENCY FUNCTIONS

 CREATE PROJECT DOCUMENTATION AND COMMUNICATION PLANS

 REVIEW PROJECT TEAM DELIVERABLES TO ENSURE QUALITY (DESIGN WALK-THROUGH, TEST RESULTS, ETC.) AND ADHERENCE STANDARDS/REGULATORY REQUIREMENTS

 INTERACT WITH CUSTOMERS / END USERS TO UNDERSTAND THEIR BUSINESS AND TO ANTICIPATE IT SOLUTIONS BASED ON BUSINESS AND TECHNICAL KNOWLEDGE

 ASSIST WITH USER ACCEPTANCE TESTING

 ASSIST WITH CREATION OF TRAINING DOCUMENTS

 ASSIST WITH DEPLOYMENT AND ROLLOUT SCHEDULES

 PERFORM OTHER DUTIES AS ASSIGNED

Qualifications

 8+ YEARS OF PROJECT MANAGEMENT EXPERIENCE

 ABLE TO MANAGE BOTH THE BUSINESS AND IT ASPECTS ACROSS THE FULL PROJECT LIFECYCLE. 

 SOLID PRESENTATION SKILLS, ORAL AND WRITTEN COMMUNICATION SKILLS AND TEAMWORK SKILLS. 

NEED TO DEMONSTRATE SOLID TECHNICAL KNOWLEDGE, DEMONSTRATE STRONG BUSINESS KNOWLEDGE, REQUIRE LIMITED DIRECTION, PROVIDE SIGNIFICANT DIRECTION, HANDLE HIGHLY COMPLEX PROBLEMS, POSSESSES EXTENSIVE KNOWLEDGE OF PROJECT DEVELOPMENT PROCESSES AND/OR SDLC, HAVE STRONG COMMUNICATION AND INTERPERSONAL SKILLS.

PREFERRED:

 PMP CERTIFIED 

 STRONG BUSINESS ACUMEN FOR VALIDATED DOCUMENT MANAGEMENT SYSTEMS 

CANDIDATE MUST BE ABLE TO COMMUNICATE CLEARLY WITH THE DEVELOPMENT TEAM, PROJECT STAFF, AND THE USER COMMUNITY.

Skills Required

  • 8+ years of project management experience
  • Extensive knowledge of project/program and portfolio management methodologies and tools
  • Ability to manage both business and IT aspects across the full project lifecycle (SDLC)
  • Experience with change and risk management controls
  • Solid presentation, oral and written communication, and teamwork skills
  • Demonstrate solid technical knowledge and strong business knowledge
  • Ability to communicate clearly with development team, project staff, and user community
  • PMP certification
  • Strong business acumen for validated Document Management Systems
