Redhorse transforms the way government uses data and technology. To support this critical mission, we are seeking a high-caliber Project Manager to serve as the lead Systems Engineering and Technical Assistance (SETA) programmatic and technical advisor to a Government Program Office.
In this role, you will be at the forefront of national security innovation, directly advising federal leadership on the retrofit, fit-out, and initial operating capability (IOC) of a cutting-edge, Contractor-Owned, Contractor-Operated (COCO) high-density Artificial Intelligence (AI) Compute Datacenter. Partnering closely with premier commercial technology and aerospace leaders, you will oversee the conversion of an industrial/office facility into an accredited ICD 705 Sensitive Compartmented Information Facility (SCIF) housing advanced liquid-cooled high-performance compute (HPC) clusters. If you are passionate about bridging mission-critical national security mandates with modern AI infrastructure, we encourage you to apply.
Key Responsibilities
- Contractor Oversight & Technical Advisory: Serve as the lead SETA advisor to the Government Program Manager (PM) and Contracting Officer Representative (COR), providing objective assessments of the Prime Contractor's technical deliverables, Engineering Change Proposals (ECPs), design review packages (PDR/CDR), and commissioning test plans.
- Contract Performance Auditing: Monitor COCO operational performance benchmarks, verifying that commercial site modifications comply with contract specifications, power/cooling agreements, and Service Level Agreements (SLAs), while auditing physical progress to inform deliverable acceptance.
- Integrated Master Schedule (IMS) Management: Baseline and maintain the government-side IMS in MS Project, aligning the Prime Contractor’s schedule with government interdependencies, tenant fit-out, mission milestones, critical-path analysis, and long-lead supply chain tracking (e.g., electrical switchgear, chillers, specialized hardware).
- Accreditation & Physical Security Governance: Track compliance with ICD 705 mandates, monitoring the Construction Security Plan (CSP), Construction Surveillance Technician (CST) logging, Fixed Facility Checklists (FFC), and TEMPEST assessments in coordination with the Accrediting Official (AO) and Certified TEMPEST Technical Authority (CTTA).
- High-Density Compute Infrastructure Modernization: Oversee MEP (mechanical, electrical, plumbing) retrofits supporting high-density AI clusters, including medium-voltage power distribution, backup generation, UPS systems, and closed-loop liquid/chilled-water cooling systems across commissioning Levels 1–5.
- Stakeholder Alignment & Executive Reporting: Facilitate recurring Integrated Product Team (IPT) working groups, risk management boards, and vendor status reviews; maintain the Program Risk, Issues, and Opportunities (RIO) register; and author executive decision memoranda and briefings for senior DoD and Intelligence Community leadership.
- SETA Boundary Adherence: Operate strictly in a technical and programmatic advisory capacity, supporting federal decision-makers while maintaining strict compliance with non-inherently governmental function guidelines.
Required Experience/Clearance
- Security Clearance: Active Top Secret security clearance with SCI eligibility.
- Years of Experience: Five (5) years of progressive project management experience within the federal government, DoD, or the Intelligence Community (IC), with demonstrated experience advising federal Program Managers or CORs.
- Education: Bachelor of Science in Mechanical, Electrical, or Civil Engineering, Construction Management, Computer Science, Information Systems, or a related technical discipline (or equivalent practical military/industry experience).
- Infrastructure Acumen: Practical working knowledge of mission-critical datacenter infrastructure, including MEP systems, power distribution, emergency generation, HVAC/chilled-water/liquid cooling systems, and enterprise compute rack hardware deployments.
- Software & Project Tools: Advanced proficiency with MS Project (critical-path schedule risk analysis), Microsoft Excel (advanced modeling), Jira, and Confluence.
Desired Experience
- Advanced Education: Master’s degree in Systems Engineering, Engineering Management, or an MBA.
- Professional Certifications: Project Management Professional (PMP) certification or DAWIA / FAC-P/PM Level II/III in Project Management.
- Acquisition Models: Prior technical advisory experience with Contractor-Owned, Contractor-Operated (COCO) or Government-Owned, Contractor-Operated (GOCO) facility acquisition mechanisms.
- Advanced AI Hardware Familiarity: Direct familiarity with high-density AI/ML hardware platforms (e.g., NVIDIA GPU clusters, direct-to-chip liquid cooling manifolds, InfiniBand networking topologies).
- Accreditation Authority Experience: Direct experience collaborating with IC/DoD Accrediting Officials (AOs) and CTTAs through final physical SCIF accreditation and Authority to Operate (ATO).
- Datacenter Industry Credentials: Datacenter operational certifications such as Uptime Institute (ATD/AOS), CDCMP, or LEED AP.
