Job Description: The Program Manager - Senior (PM) is the senior/lead manager responsible for operational planning, establishment, execution, and evaluation of a multifaceted program of related IT projects. The PM oversees fiscal, operational, administrative, and human resources management; seeks and develops outside funding sources; serves as the principal liaison with Government customers and external stakeholders; and provides day-to-day technical/professional guidance and leadership.
The PM directs maintains continuity of operations, and delivers authorized work within specified cost, schedule, and performance parameters using Information Technology Infrastructure Library (ITIL) and Capability Maturity Model Integration (CMMI) process methodologies. The PM must demonstrate the following:

The PM oversees operations in support of database and system administration; application/solution and mission network support; mission technical assistance; enterprise architecture; interactive/electronic technical publications; systems/enterprise integration, engineering, and emerging technologies; IT project management; contingency planning and resilience; senior IT/subject matter expert support; and audiovisual, video teleconferencing, and unified collaboration services in classified and unclassified environments. Responsibilities may include, but are not limited to:
Specific Responsibilities:
· Direct program performance, supervise contractor personnel, allocate resources, and coordinate related IT activities to meet customer requirements.
· Lead planning and scheduling activities; maintain Plans of Action and Milestones (POA&Ms), cost estimates, and cost/resource management controls.
· Manage change control, issue tracking, risks, and problem tracking; document actions, findings, and recommendations for Government review.
· Prepare and deliver Transition Work Plans and Draft Operational Work Plans describing the approach for mission accomplishment
· Coordinate Government-directed support across applicable PWS task areas to maintain continuity of operations across the entire contract.
· Manage fiscal and labor resources, monitor the approved resource mix, and addresses cost, schedule, technical, and staffing issues.
· Prepare and deliver Monthly Status Reports, Training Reports, and authorized Trip Reports; meet applicable submission and resubmission schedules.
· Track mandatory training and certification compliance; coordinate clearance verifications and visit requests; ensure assigned personnel retain required SECRET clearances throughout performance.
· Ensure services meet applicable Section 508 accessibility, cybersecurity, information assurance, and security requirements; coordinate access to Government-furnished data, facilities, and equipment.
· Monitor quality, schedule adherence, cost control, and management relations against applicable performance standards; resolve deficiencies and implement corrective actions.
· Represent the program in work groups, meetings, teleconferences, and video teleconferences; manage customer expectations and document actions, findings, and recommendations.
· Oversee contractor and subcontractor manpower and cost reporting, including labor hours, labor dollars, and reporting-period data, in accordance with contract requirements.
· Coordinate support during the normal operational window of 0630-1800, Monday-Friday; obtain Contracting Officer's Representative (COR) approval before required travel.
Technology:
· Apply ITIL and CMMI processes to transition planning, change control, service delivery, and performance improvement.
· Use Microsoft Office and Government-designated tools for work plans, schedules, cost tracking, POA&Ms, status reporting, and electronic deliverables.
· Maintain working knowledge of supported IT environments, system dependencies, applicable cybersecurity requirements, and technologies affecting transition and service continuity.
Required Experience:
· Experience managing multifaceted IT programs or related projects, including fiscal, operational, administrative, and human resources responsibilities.
· Experience planning and executing IT programs or related projects while maintaining continuity of operations and controlling cost, schedule, and performance.
· Experience preparing work plans, status reports, training compliance reports, and management briefings; managing risks, issues, problems, and change control.
· Ability to coordinate Government stakeholders, technical leads, and contractor teams; resolve issues; and oversee services in classified and unclassified environments.
Required Education/Experience:
· Bachelor's degree (BA/BS) and at least 10 years of relevant experience
