WWPS is seeking an experienced Program PMO Manager to join our growing team in Chandler, AZ, supporting a large-scale semiconductor basebuild construction program as an Owner’s Representative. This role will help lead program level governance, reporting, controls, coordination, and execution alignment across a complex semiconductor construction environment.
The ideal candidate will bring strong experience supporting high tech, mission critical, advanced manufacturing, or semiconductor construction programs, with direct exposure to basebuild scope, cleanroom environments, central utilities, MEP systems, construction controls, and executive level reporting.
This role requires strong leadership, technical understanding, organizational discipline, and communication skills. The candidate must be able to operate across multiple stakeholders, drive consistency across project teams, identify risks early, and support decision making in a fast paced, safety critical construction environment.
This is an onsite position in Chandler, Arizona. Candidates must be local or open to relocation with an approved package.
Key Responsibilities
- Serve as a program level PMO lead supporting the Owner’s Representative team on a large-scale semiconductor basebuild construction program.
- Establish and maintain PMO governance processes, reporting cadence, action tracking, escalation paths, and program communication standards.
- Coordinate across owner teams, construction management teams, general contractors, design partners, trade contractors, and internal WWPS stakeholders to support alignment on scope, schedule, cost, risk, safety, and quality.
- Support execution oversight for semiconductor basebuild scope including cleanroom, subfab, core and shell, central utility plant, process utility building, mechanical, electrical, process piping, exhaust, bulk gas, UPW, wastewater, and related infrastructure systems.
- Develop, manage, and improve program level dashboards, executive reports, KPI tracking, risk registers, decision logs, issue logs, and milestone reporting.
- Partner with project controls teams to monitor schedule performance, cost performance, forecasting, change management, procurement status, and construction progress.
- Review and consolidate inputs from multiple project teams to identify schedule conflicts, cost impacts, risk trends, scope gaps, and execution constraints.
- Support program level change control by tracking potential changes, reviewing supporting documentation, coordinating stakeholder review, and helping maintain cost and forecast accuracy.
- Facilitate recurring program meetings, cross functional coordination sessions, executive updates, and action item reviews.
- Monitor deliverables across design, procurement, construction, commissioning, turnover, and closeout phases.
- Drive consistency in documentation, reporting quality, meeting outputs, and decision tracking across the program.
- Support continuous improvement initiatives focused on productivity, predictability, communication, safety, and project delivery performance.
- Help identify program risks and support mitigation planning across multiple disciplines, contractors, and workstreams.
- Ensure construction partners and project stakeholders remain aligned with WWPS and client expectations for safety, quality, environmental compliance, and operational excellence.
- Support oversight of WWPS project team members, including project engineers, coordinators, analysts, and field support staff as assigned.
- Support turnover readiness, commissioning coordination, punch list tracking, and closeout documentation in accordance with project requirements.
Requirements
- 3 to 7 years of progressive project management, PMO, project controls, construction management, or program management experience on large scale construction programs.
- Experience in semiconductor, advanced manufacturing, mission critical, data center, pharmaceutical, cleanroom, or other technically complex facility construction environments.
- Strong understanding of semiconductor basebuild construction, including cleanroom, subfab, core and shell, central utilities, MEP systems, process utilities, and construction turnover.
- Experience supporting program level reporting, KPI management, executive dashboards, risk registers, issue logs, action tracking, and governance processes.
- Proven ability to coordinate across owner teams, general contractors, design firms, trade partners, project controls, procurement, and construction leadership.
- Strong working knowledge of cost control, change management, forecasting, procurement tracking, CPM scheduling, and contract administration.
- Ability to read and interpret construction drawings, specifications, schedules, cost reports, change documentation, and commissioning or turnover documentation.
- Proficiency with Microsoft Excel, PowerPoint, and project reporting tools.
- Experience with Primavera P6, MS Project, Power BI, Smartsheet, Procore, Autodesk Construction Cloud, or similar construction management systems preferred.
- Strong communication, leadership, organization, and stakeholder management skills.
- Ability to work onsite in a fast-paced construction environment and manage competing priorities with urgency and accuracy.
Preferred Experience
- Direct experience supporting semiconductor fab, wafer fab, advanced packaging, cleanroom, or microelectronics construction programs.
- Experience as an Owner’s Representative, PMO Manager, Project Controls Manager, Senior Project Manager, Construction Manager, or Program Manager.
- Familiarity with basebuild versus tool install scope separation.
- Experience supporting active fab environments, brownfield construction, phased turnover, commissioning, or startup.
- Prior experience supporting major capital projects with multiple contractors, multiple workstreams, and executive level reporting requirements.
Education
- Bachelor’s degree in construction management, Engineering, Architecture, Business, or related field preferred.
- Equivalent field experience in large scale technical construction may be considered.
- PMP, CCM, LEED, or related certification preferred but not required.
