Torch Technologies has an exciting opportunity for a Principal Program Manager within our AFLCMC/C3I group (formerly HBG) at Hanscom AFB, MA.
The C2ISR Division is responsible for a diverse portfolio that provides "cradle-to grave" support for the U-2 aircraft, E-8C Joint Surveillance Target Attack Radar System (JSTARS) aircraft, Air Force Distributed Common Ground System (AF DCGS), the Integrated Broadcast Service (IBS) system and other C2ISR programs as they transition to sustainment. The C2ISR Division provides worldwide life cycle support across the spectrum of the C2ISR capabilities based enterprise; including supply, distribution, materiel management, acquisition, system engineering and maintenance, financial planning and budgeting, security, flight test, and contracting functions. The Global Network Systems (GNS) Branch (AFLCMC/ HBGW), located at Hanscom AFB, MA, is one of the numerous branches within the C2ISR Division and reports directly to the C2ISR/HBG Senior Materiel Leader. EPASS support is required to execute the major GNS programs in support of the C2ISR Division, to include: AF DCGS Network Infrastructure Transformation (NIT), Extended Tether Program (ETP), and Global Command and Control System – Air Force Infrastructure (GCCS-AF (I)).
As a Principal Program Manager your duties include, but are not limited to:
Provide acquisition program management support to the Program Manager and Integrated Product Team (IPT) Leads to ensure successful execution of program cost, schedule, and performance objectives.
Support cost and schedule reduction initiatives and provide program leadership with analysis of program health and recommendations to maintain execution objectives.
Assist with planning, evaluation, and implementation of acquisition strategies, including technical approaches, requirements analysis, risk assessment, and cost/schedule realism.
Support implementation and execution of acquisition and development processes in coordination with Government program offices and prime contractors.
Provide program management inputs to Request for Proposals (RFPs) including system specifications, Statements of Work (SOWs), System Requirements Documents (SRDs), and Contract Data Requirements Lists (CDRLs).
Review acquisition documentation and provide programmatic comments to ensure accuracy and consistency across program documentation including Acquisition Strategies, LCSPs, APBs, ADMs, Risk Management Plans, and milestone decision briefings.
Support development and preparation of acquisition reports and documentation required by DoDI 5000.02, including statutory and regulatory reporting requirements.
Assist with development and updates of program reporting artifacts including Monthly Activity Reports (MAR), Source Approval Requests (SAR), Defense Acquisition Executive Summary (DAES), and Acquisition Program Baselines (APB).
Develop, maintain, and update program risk management plans and support risk identification, analysis, handling, and monitoring in accordance with AFPAM 63-128 and Air Force risk management guidance.
Support program risk boards and working groups and evaluate contractor risk management processes.
Coordinate with program scheduling personnel and correlate Earned Value Management (EVM) analysis with Integrated Master Schedule (IMS) reporting.
Review and track contractor deliverables, program schedules, and integration plans to ensure alignment with program objectives.
Provide support for acquisition activities associated with Urgent Capability Acquisition and Middle Tier of Acquisition efforts in accordance with DoWI 5000.80 and DoWI 5000.81.
Prepare and review Engineering Change Proposals (ECPs) and Requests for Proposals (RFPs), perform evaluations, and provide recommendations to Government program leadership.
Support preparation of funding documentation including Purchase Requests, MIPRs, and Purchase Orders, utilizing systems such as CCaR, IDECS, and Electronic Document Access (EDA).
Assist with development of acquisition briefings, program status updates, graphics, and reports for senior leadership.
Provide support to Mission Planning Environment (MPE) program activities including preparation and review of program documentation such as BCRDs, APBs, ADMs, RDOC documentation, and obligation/spend plans.
Ensure Mission Planning Environment capabilities support operational aircraft requirements, testing activities, and Operational Flight Program (OFP) schedules.
Provide guidance and recommendations to program leadership regarding DoW acquisition directives and Air Force policies.
Support mission execution activities including operational planning, capability development, event integration, evaluation, and reporting.

Bachelor's Degree in a related field and 15+ years of directly related experience with 5 years of experience in a DoW setting
Must have and be able to maintain a Top-Secret level clearance.

Salary Range: $150,000 - $170,000
