The Operations Strategic Support Unit plays a fundamental role in enabling efficient business and program execution – from technologies and investments to supply chain, manufacturing and test operations, facilities management, and information technology services.


Director – Subcontracts Management


The Supply Chain Subcontracts Management Director will be responsible for the management and oversight of all subcontractor activities in support of Ball Aerospace customer programs (Direct Purchasing). This position is new to Ball Aerospace and represents an exciting opportunity to design and implement a centrally managed material subcontracts management organization and Subcontract Program Management role with intent of enabling consistent, improved subcontractor relationship / performance management. This position will be responsible for bringing together multiple, smaller teams of subcontract management professionals, partnering with PMO staff to transition the role of subcontracts program management to Supply Chain, eliminating duplicated effort / supplier interfaces across Ball Aerospace, implementing clear KPIs and effecting improved subcontractor engagement and support to programs. This position reports directly to the Ball Aerospace Senior Director of Supply Chain.
What You’ll Do:


  • Assess current organization operations, develop organization design and implement the plan to transition from the current distributed model to a centralized, focused subcontract management organization within the broader Ball Aerospace Supply Chain construct.
  • Mentor, train and supervise a diverse and growing team of Supply Chain professionals responsible for oversight of subcontractor activities required by Ball Aerospace programs, engineers and customers in a manner consistent with all Federal, DoD, Commercial and other unique customer regulations.
  • Establish and maintain effective working relationships with new business capture and proposal leads across Ball Aerospace to enable early identification and proactive partnering with regards to SC outsourcing strategy and support model.
  • Ensure subcontracts managers / subcontract program managers staffing levels are maintained at appropriate level to provide the support required proposals & programs.
  • Direct the allocation of personnel within the Subcontracts Management organization and set priorities, in support of business unit proposals, programs, and other organizational areas of interest to include strategic initiatives and special projects requiring subcontracts input / support.
  • Maintain standard processes & tools necessary to support SPMs / SCMs in the performance of their jobs; to include mechanisms for timely leadership review and approval of SC proposal inputs, negotiation strategies and program execution status.
  • Own the 3–5-year Supply Chain Strategy as it relates to this position; develop the tactical continuous improvement plan specific to those elements of the strategy associated with subcontractor management.
  • Partner with fellow SC, ITS and Operations Leaders to develop the technology roadmap and KPI / metric reports required to support the subcontracts management team and clearly measure / demonstrate the value-add this organization delivers to Ball Aerospace.
  • Lead, train, mentor, and develop a diverse supply chain team which embraces the Ball “Go Beyond” mindset and partnered approach with suppliers.
  • Be a knowledge leader for the Subcontracts Management organization. Ensure department functions are properly managed for effectiveness and excellence. Provide vision and leadership to department employees and ensure employees are trained and developed and are engaged in performing their duties and responsibilities to the highest levels of performance.
  • Provide a challenging work environment and a motivating atmosphere for the department and/or support function supervised to achieve business objectives.
  • Perform strategic and operational planning for the department supervised, in concert with the SC Leadership and consistent with Ball Business Units, the SC as a Support Unit, and/or Ball Aerospace requirements.
  • Manage budgets and finances and department resources. Ensures company finances, costs, property, etc. is utilized appropriately and in the best interest of the company, our customers, and is in compliance with all applicable rules, regulations, policies, procedures, and directives such that the department, its employees, and operations are ready for any audits either internal or external that may be required.
  • Present information on department performance to SC Senior Director, SC leadership team and/or Ball Aerospace management, as required.
  • Participate in the development of strategic criteria, planning, analysis and decision making for expansion and growth of the SC organization; Recommend objectives and long-range plans to achieve growth and financial profitability.
  • Ensure that proper and sound business practices are implemented and followed in relation to all acquisition & financial matters.
  • Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes and regulations as well as company policies and directives.
  • Perform those administrative activities necessary for the effective management of the company including provision for the selection and development of employees, salary administration, budget administration, employee safety, employee counseling and motivation, organization goals and objectives, and planning, organizing, integrating and measuring the work performed within the company.
  • Perform such individual assignments as directed; establish and maintain effective work relationships within the SC Organization, Ball Aerospace, Ball Corporation, and the community; and maintain the professional competence, knowledge and skill necessary for the satisfactory performance of all assigned responsibilities.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.


What You’ll Need:


  • BS/BA in related field plus 15 years or more related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Demonstrated expertise in highly complex business procedures and strategies across the acquisition lifecycle, specifically within DoD / NASA construct.
  • Professional, demonstrated experience as the lead Subcontract Program Manager and/or Major Subcontract Manager for multiple large-scale (>$7.5M), complex subcontracts formally governed by a Statement of Work (SOW) in support of DoD and/or NASA programs.
  • Professional experience and demonstrated expertise in US Government Program Proposal Development, US Government purchasing / acquisitions, and material handling.
  • A working knowledge of standard tools, KPIs and processes required to support and measure the value-add of the Supply Chain purchasing organization (i.e., MRP, Invoicing, Forecasting, compliance, etc).
  • Ability to act in a leadership capacity, provide vision to those supervised, and guide diverse departments and employees to ever higher levels of achievement.
  • Ability to effectively relate with others and cooperate as a team member.
  • Demonstrated expertise in aerospace industry and government contracting and billing procedures.
  • Ability to effectively interact with suppliers and external customers at the highest levels.
  • Strong and proven leadership skills.
  • Demonstrated ability to build effective relationships at all levels of the organization.
  • Demonstrated ability to mentor and develop high performance work teams.
  • Extensive FAR/DFAR knowledge.
  • Excellent interpersonal and organization skills.
  • Excellent communication skills (both oral and written).
  • Majority of career spent as team / organizational leader in Aerospace & Defense Supply Chain organization; 25% or more of career with Tier 1 Defense Contractor (i.e. Raytheon, Lockheed Martin, Northrup Grumman, etc) is preferred.
  • Recognized, formal industry certification in one or more of the following is preferred: Program Management, Contract Management and/or Supply Chain Management.
  • Capture or proposal lead experience preferred.
  • Demonstrated track record of success driving win-win supplier negotiations preferred.

Compensation & Benefits:


  • HIRING SALARY RANGE: $171,000 - $235,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
  • Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.
  • Subject to business and individual performance, and recommendations of management, this role may be eligible to participate in a long-term incentive compensation plan.
