JRAD is seeking an immediate fill position for an experienced Operations Strategy & Modernization Analyst to support the Department of the Air Force (DAF) AF/A4C Civil Engineer Operations Directorate. This role supports execution of the AF/A4C Strategic Implementation Plan (SIP) by coordinating enterprise initiatives, integrating cross-functional efforts, monitoring progress toward strategic objectives, and providing strategic analysis and decision support to senior leadership. This position is hybrid with an approximate 50% split between onsite at the Pentagon and remote work.
Roles/Responsibilities:
- Support execution of the AF/A4C Strategic Implementation Plan by coordinating enterprise modernization initiatives and integrating stakeholder actions across the Civil Engineer enterprise.
- Develop and maintain Plans of Action and Milestones (POA&Ms), implementation plans, executive dashboards, performance measures, and strategic reports supporting Civil Engineer Operations priorities.
- Track strategic milestones, assess execution risks, and prepare recurring executive updates and decision-support products for Headquarters Air Force leadership.
- Conduct program analysis by identifying trends, evaluating organizational performance, assessing enterprise initiatives, and developing strategic recommendations.
- Coordinate actions and initiatives across Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, installations, and other Department of Defense stakeholders to improve enterprise execution and resolve cross-functional issues.
- Support strategic initiatives involving infrastructure modernization, utility resilience, asset management modernization, condition-based maintenance, equipment modernization, infrastructure assessments, and enterprise business process transformation.
- Research emerging technologies, industry best practices, and innovative business processes to improve Civil Engineer Operations and installation readiness.
- Develop executive briefings, reports, talking points, and presentation materials supporting senior leader engagement and strategic decision-making.
- Facilitate collaboration among Civil Engineer stakeholders to align tactical installation-level activities with Air Force strategic priorities, governance requirements, and operational readiness objectives.
Required Skills and Education:
- Bachelor’s degree with 10+ years of experience supporting Air Force or other Department of Defense/War programs.
- Prior experience supporting AFCEC, AFIMSC or a Major Command strongly desired.
- Experience supporting strategic planning, implementation plans, strategic roadmaps, or enterprise initiatives.
- Experience developing and tracking POA&Ms, implementation plans, milestone schedules, or performance measures.
- Knowledge of Air Force Civil Engineer Squadron organizations, Operations Flight responsibilities, and installation-level Civil Engineer processes.
Security Clearance:
- Active Secret (or eligibility to obtain/maintain one)
