Job Description:

Parsons is seeking an Electrical/Telecommunications Engineer to support federal civil works, infrastructure, utility, and construction projects across the United States. This position will support site assessments, design development, utility coordination, telecommunications systems, construction management, and technical reviews. 

What You’ll Be Doing 

• Perform electrical and telecommunications engineering analyses, site assessments, design reviews, inspections, and technical evaluations. 

• Evaluate electrical, telecommunications, utility, infrastructure, access, and constructability requirements for proposed project sites. 

• Assess existing utility and telecommunications systems, connection points, capacity, routing, relocation requirements, outages, and potential conflicts. 

• Coordinate with utility providers, installation personnel, government authorities, contractors, and other stakeholders. 

• Prepare and review engineering calculations, designs, drawings, specifications, technical reports, equipment requisitions, material takeoffs, estimates, and construction documents. 

• Support low- and high-voltage systems, utility infrastructure, communications systems, fiber optic and copper cabling, IP networks, SCADA, MPLS, VoIP, and related operational systems. 

• Review contractor and supplier submittals, shop drawings, technical data, equipment requisitions, design deliverables, and proposed substitutions. 

• Perform technical bid analyses and provide recommendations regarding equipment, materials, systems, and construction methods. 

• Conduct constructability reviews and verify compliance with contract documents, applicable codes, criteria, and design requirements. 

• Coordinate electrical and telecommunications requirements with civil, structural, environmental, geotechnical, security, and other disciplines. 

• Review RFIs, field issues, proposed changes, differing site conditions, and utility relocation plans. 

• Conduct site inspections to verify construction progress, installation quality, materials, and compliance with approved documents. 

• Support cost and schedule evaluations, including identification of utility-related risks, cost drivers, and potential impacts from design changes or site conditions. 

• Participate in design reviews, progress meetings, coordination meetings, workshops, and construction meetings. 

• Provide technical guidance to designers, CAD personnel, technicians, and junior engineers. 

• Support multiple concurrent projects and travel to geographically dispersed or remote project sites as required. 

What Required Skills You’ll Bring 

• Active Secret security clearance
• Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Electronics Engineering, Communications Engineering, Civil Engineering, or a related field. 

• 8+ years of related experience in electrical engineering, telecommunications, utilities, infrastructure, construction, design review, or technical project delivery. 

• Experience with electrical or telecommunications design, utility coordination, site infrastructure, construction documents, and technical reviews. 

• Experience preparing or reviewing calculations, drawings, specifications, equipment requisitions, estimates, technical reports, and contractor submittals. 

• Working knowledge of applicable electrical, telecommunications, utility, construction, safety, and industry codes and standards. 

• Proficiency with CAD and related engineering software. 

• Strong written and verbal communication, analytical, organizational, coordination, and problem-solving skills. 

• Ability to perform site visits, field investigations, and construction inspections. 

• Ability to manage multiple assignments and work effectively with multidisciplinary teams. 
• Ability to obtain and maintain required site-access credentials, including a Common Access Card, if required. 

Desired Skills 

• Professional Engineer registration or Engineer-in-Training certification. 

• Experience supporting federal facilities, military installations, design-build projects, or major infrastructure programs. 

• Experience with low- and high-voltage distribution, substations, lighting, grounding, controls, SCADA, and utility systems. 

• Experience with telecommunications systems, including fiber optic and copper cabling, IP networks, MPLS, VoIP, SDH, IPv6, or software-defined networking. 

• Experience with telecommunications or utility relocation, network integration, and operational communications systems. 

• Experience with MicroStation, AutoCAD, GIS, ArcGIS, Revit, or comparable platforms. 

• Familiarity with Unified Facilities Criteria, Unified Facilities Guide Specifications, National Electrical Code requirements, OSHA requirements, EM 385-1-1, and Government design standards. 

• Experience with construction inspections, quality assurance, RFIs, schedule reviews, cost evaluations, commissioning, and closeout documentation. 

• Experience identifying utility conflicts, capacity limitations, outages, access requirements, and site-specific cost or schedule risks. 

• Experience preparing Rough Order of Magnitude estimates and independent technical analyses. 

• Experience with secure communications, intelligence community projects, national laboratories, or mission-critical telecommunications infrastructure. 

• Experience leading technical teams, mentoring staff, or serving as a discipline or project technical lead. 

Additional Position Expectations 

• The position may require travel, field inspections, and work at remote or secure Government facilities. 

• Employees must comply with applicable safety, quality, environmental, cybersecurity, security, and information-safeguarding requirements. 

• Contractor personnel will provide technical analysis, advice, recommendations, and support but will not perform inherently governmental functions or make commitments on behalf of the Government. 

Security Clearance Requirement:

An active Secret security clearance is required for this position.​

Salary Range: $88,400.00 - $154,700.00
