This high-priority, key-personnel role manages a large, complex task order and keeps the technical solution, schedule, resources, deliverables, and stakeholder commitments aligned.
Why this role matters
The Task Order Project Manager provides the management discipline that connects HMMS PMO priorities with timely execution. The role works with the Program Manager, Contracting Officer, Government task-order managers, customer agencies, and technical teams to manage performance, surface risks, and maintain continuity through transition and delivery.
What you will do
  • Manage the assigned task order and ensure technical solutions and schedules are implemented on time.
  • Assist the Program Manager in coordinating with the Government Contracting Officer, task-order managers, Government management, and customer-agency representatives.
  • Develop and maintain the Project Management Plan, project schedules, milestones, resources, risks, and deliverable status.
  • Lead project-level forums; prepare agendas, meeting minutes, in-process review briefings, customer slides, and monthly status reporting.
  • Coordinate testing environments, training activities, classrooms, site participation, and HMMS re-hosting efforts with the PMO and supporting organizations.
  • Manage contract kick-off and transition planning to support an orderly transfer of knowledge, documentation, services, and Government-furnished equipment.
  • Monitor issues and dependencies, communicate corrective actions, and keep Government stakeholders informed of progress and upcoming activity.
  • Guide collaboration among Service and agency sites, trainers, functional specialists, technical specialists, support contractors, and other project participants.
Required qualifications
  • A recognized project-management certification, such as Project Management Professional (PMP) or an equivalent recognized certification.
  • At least five (5) years of relevant experience and five (5) years of leadership experience with progressively increasing responsibility in public- or private-sector IT and/or consulting.
  • A BS or BA degree; four (4) additional years of related experience may substitute for the degree.
  • A minimum of five (5) years of environmental and systems experience; alternatively, a related degree plus at least three (3) years of practical experience in an environmental field such as geology or environmental science.
  • A minimum of five (5) years of experience and demonstrated knowledge of HMMS, HMIRS, and DSS supporting HMMS as a DoD ACAT III IT development program, including program management, systems engineering, functional/technical quality, cost analysis, and configuration-management assessments or audits.
  • An IT-II security clearance or a current National Agency Check with Local Agency Check and Credit Check (NACLC) at the time of proposal submission.
  • A relevant certification from a nationally recognized authority and a DoD-approved 8570 baseline certification at IAM Level III.
  • Excellent written and verbal communication skills, including the ability to brief senior military and non-DoD officials.
Specialized knowledge and operating context
  • Hands-on environmental background and working knowledge of CFR Titles 29, 40, and 49 and DoD hazardous-material/hazardous-waste policies and procedures.
  • Knowledge of HMMS lifecycle, acquisition, configuration-management, quality, cost-analysis, and compliance activities within a DoD ACAT III environment.
  • Understanding of cybersecurity validation and control testing, eMASS, CyberSwat System Architecture Documents, remote-site connectivity, and DoD security implementation.
  • Familiarity with environmental and logistics operations supporting DLA, the military services, NASA, and the Coast Guard.

Skills Required

  • PMP or equivalent recognized project-management certification
