Position Overview: The Director of Integration leads the integration, transition, and operational startup of newly awarded federal government contracts, serving as the bridge between business growth activities and successful program execution.

The Director typically becomes engaged with strategic opportunities during the late stages of capture and proposal development to provide operational insight, identify transition and staffing requirements, assess execution risks, and help ensure that proposed solutions and commitments can be effectively implemented following award.

Upon contract award, the Director assumes leadership of the integration and transition effort, working across customer organizations, program leadership, incumbent personnel, subcontractors, and internal corporate functions to establish the workforce, business processes, financial controls, systems, communications, governance, and operational infrastructure necessary for successful contract performance.

The Director remains engaged through transition, startup, and stabilization, ensuring contract requirements and customer expectations are translated into executable operations before conducting a structured handoff to the subsidiary or operations organization responsible for long-term program delivery.

This role requires a combination of federal contracting knowledge, program and operational leadership, customer engagement, disciplined execution, and the ability to lead complex cross-functional initiatives without direct authority over all participating organizations.

Key Responsibilities:

  • Engage with strategic growth opportunities prior to award to provide operational insight, shape transition strategies, identify staffing and resource requirements, and assess execution risks.
  • Partner with Growth, Capture, Proposal, Operations, and functional teams to ensure proposed solutions and commitments can be effectively implemented following award.
  • Lead the end-to-end integration, transition, and startup of newly awarded federal contracts through stabilization and operational handoff.
  • Develop and manage transition plans, schedules, milestones, risks, dependencies, governance, communications, and executive-level status reporting.
  • Translate contract requirements, proposal commitments, and customer expectations into clear implementation activities, ownership, and performance objectives.
  • Coordinate transition activities across Operations, Contracts, Finance, HR, Recruiting, Security, IT, Procurement, technical teams, subcontractors, incumbent personnel, and customer stakeholders.
  • Lead workforce readiness activities including incumbent capture, recruiting, onboarding, knowledge transfer, access provisioning, and employee communications.
  • Serve as a senior customer-facing leader during transition, establishing expectations, maintaining stakeholder alignment, resolving issues, and building confidence through disciplined execution.
  • Review newly awarded contract requirements and coordinate contractual clarifications, modifications, and other actions with appropriate customer and internal stakeholders.
  • Ensure required business and operational infrastructure is established, including project accounting, financial controls, reporting, staffing, systems, security, assets, and administrative processes.
  • Monitor operational readiness and early contract performance, proactively identifying and mitigating risks that could affect service continuity, schedule, staffing, compliance, or customer satisfaction.
  • Conduct a structured handoff to the owning subsidiary or operations organization once the contract is stabilized, ensuring outstanding risks, commitments, actions, and near-term priorities are clearly transferred.
  • Capture lessons learned and continually improve enterprise integration, transition, and contract startup practices, tools, and processes.
  • Some Business Travel may be required

Required Qualifications:

  • Bachelor's degree in Business Administration, Program Management, Information Technology, Engineering, Organizational Management, or a related discipline; equivalent relevant experience may be considered.
  • 10+ years of progressive experience in federal contracting, program management, program operations, contract implementation, transition management, or related disciplines.
  • Demonstrated leadership experience supporting the startup, transition, mobilization, implementation, or execution of complex federal government contracts.
  • Strong understanding of the federal contracting lifecycle and the relationship among capture, proposal development, contract award, transition, program execution, and financial performance.
  • Demonstrated ability to lead complex cross-functional initiatives in a matrixed environment and drive results without relying solely on direct organizational authority.
  • Experience coordinating activities across multiple business functions such as Operations, Contracts, Finance, HR, Recruiting, Security, IT, Procurement, and technical organizations.
  • Strong program and project management capabilities, including schedule management, risk management, dependency tracking, issue resolution, and executive reporting.
  • Experience interacting directly with government customers, program leadership, corporate executives, and external business partners.
  • Strong business judgment with the ability to identify and prioritize issues that materially affect contract startup or delivery.
  • Excellent written, verbal, facilitation, negotiation, and executive communication skills.
  • U.S. citizenship and ability to satisfy security clearance requirements associated with assigned federal programs.

  • Preferred Qualifications:
  • Experience supporting Department of Defense, federal civilian, Intelligence Community, or national-security customers.
  • Experience spanning both pre-award capture/proposal activities and post-award program execution.
  • Experience with complex professional services, IT services, enterprise technology, software, cloud, data, cybersecurity, managed services, or mission-support contracts.
  • Experience leading incumbent workforce capture, large-scale recruiting, onboarding, knowledge transfer, or organizational change activities.
  • Working knowledge of FAR/DFARS, federal acquisition practices, task-order environments, contract types, and contract modifications.
  • Experience with project financial management, including budgets, forecasting, invoicing, cost management, or program financial reporting.
  • Experience with PMO governance, operational readiness, program startup, or enterprise-level implementation activities.
  • PMP, PgMP, ITIL, SAFe, Lean Six Sigma, or comparable professional certification.
