This role works with executive leadership, IT, Quality Assurance, Finance, Operations, Program leadership, and external partners to improve data reliability, reporting accuracy, application interoperability, and operational visibility across the Agency.

A primary responsibility of this position is to lead FLACRA's transition from spreadsheet-based reporting processes to a more automated, governed, database-driven reporting and analytics environment. This includes the design and implementation of automated data imports, relational database structures, data validation processes, source-of-truth definitions, and PowerBI reporting models.

This role supervises enterprise data staff and establishes the structure, standards, priorities, and technical foundation needed to support reliable reporting, compliance reporting, operational analytics, data governance, and executive decision-making.

Duties

  1. Lead the evaluation, documentation, and improvement of data flows between EHR, finance, HR, reporting, operational, and other enterprise systems.
  2. Design and implement an enterprise data architecture that reduces reliance on manual Excel exports and supports automated, repeatable reporting.
  3. Develop or oversee automated data import processes from core agency systems into a relational database or data warehouse environment.
  4. Build and maintain relational database structures, data models, validation routines, reporting datasets, and PowerBI data models to support agency reporting needs.
  5. Establish standards for how data is extracted, transformed, validated, stored, refreshed, secured, and reported across the Agency.
  6. Develop and maintain integration maps, system dependency documentation, data dictionaries, reporting standards, and source-of-truth definitions.
  7. Partner with senior leaders to define data, reporting, and systems priorities that support operational decision-making, compliance, quality assurance, finance, and program performance.
  8. Provide leadership, supervision, mentoring, and work prioritization for enterprise data staff responsible for reporting, dashboards, data validation, analytics, and operational data support.
  9. Develop and oversee data compilation, analysis, and reporting, including collecting and interpreting data, analyzing results, identifying patterns and trends, and presenting results in useful formats for multiple levels of the Agency.
  10. Use appropriate scripting, programming, database, API, or automation tools to reduce manual work, improve reporting reliability, and support repeatable data processes.
  11. Collaborate with internal teams and external partners to clarify business needs, define requirements, and implement improved data collection, reporting, and integration processes.
  12. Collaborate with Quality Assurance to validate and maintain Agency compliance through accurate, timely, and auditable reporting for regulatory bodies and internal oversight.
  13. Develop, audit, and maintain data-sharing processes with peer agencies, vendors, funders, and approved external partners.
  14. Manage the creation of ad-hoc reports according to approved standards, requirements, timelines, and data governance practices.
  15. Develop and maintain policy, process, and technical documentation for end users, IT staff, and leadership related to report creation, data access, system dependencies, integrations, and data stewardship.
  16. Ensure integrity, security, privacy, and appropriate use of Agency data. Identify data, system, or reporting risks and provide remediation options for management review and action.
  17. Partner with IT leadership to stabilize and modernize core enterprise applications, with emphasis on reliability, security, interoperability, and business continuity.
  18. Assist with vendor and MSP coordination where enterprise applications, reporting, integrations, or data issues cross organizational boundaries.
  19. Create technical documentation and cross-training materials to reduce single-person dependency and improve operational continuity.
  20. Mentor IT team members and Program staff through 1:1 coaching, group training, documentation, and recommended formal training to strengthen enterprise data and systems capability.
  21. Participate in IT rotating on-call.
  22. Identify, analyze, and promote new processes, workflows, and software technologies that improve the security, functionality, reliability, and performance of FLACRA's IT data structure and enterprise systems.
  23. Perform other duties as assigned.
