About this Role:
The Change Manager owns the contract change management process for a large aviation capital program. This person drives every contract change from identification through execution in Procore, administers the program's governance for contract approvals and baseline budget adjustments, and keeps reviewers, approvers, and project teams aligned on priorities. The role requires on-site support in Austin, Texas.
The Change Manager is the single point of accountability for knowing where every priority change stands: what stage it is in, who is holding it, and what it needs to move forward.
Key Responsibilities:
Change Management Process in Procore
- Own the end-to-end change workflow in Procore, from change events and potential change orders through executed prime contract and commitment change orders
- Confirm each change is entered completely and correctly: scope description, reason coding, cost and schedule impact, funding source, and supporting documentation
- Monitor Procore workflows daily, clear bottlenecks, follow up on overdue steps, and escalate changes that exceed turnaround targets
- Maintain the program change log as the single source of truth for change status across all projects
- Collaborate with project management teams to work through designer and contractor change negotiations, and escalate when needed
- Ensure clean handoffs between the project management, program controls, leadership, and contracting teams at each stage of the change process
- Recommend and implement improvements to workflow configuration, templates, and procedures in coordination with the PMIS and digital teams
Governance and Approvals
- Administer the program's established governance for contract approvals, contract amendments, and baseline budget adjustments
- Verify each change follows the correct approval path and authority thresholds before it advances
- Prepare, quality-check, and route change packages for governance review; manage agendas and record decisions, conditions, and action items
- Obtain required governance signatures through DocuSign and confirm executed documents are filed in Procore
- Track decisions through execution and close-out, including required owner procurement, legal, and governing-body actions
- Maintain complete, auditable approval records that support audit and compliance requirements
Baseline Budget and Contingency
- Process baseline budget adjustments, budget transfers, and contingency and allowance draws under approved governance
- Collaborate and coordinate with the budget managers for each sub-program on budget impacts, funding availability, and adjustments
- Coordinate with project controls and finance so approved changes are reflected consistently in Procore, the owner's separate financial management system, and program reporting
- Maintain visibility of pending and approved change exposure to support forecasting (EAC) and trend reporting
Prioritization and Communication
- Maintain a prioritized list of contract changes and ensure every reviewer and approver knows which changes are priority, and why
- Publish a recurring hot-changes status showing each item's stage, current holder, next action, and target date
- Lead a standing change coordination meeting with project managers, construction managers, project controls, contracts, and finance
- Brief program leadership on aging, at-risk, and high-value changes, and escalate with a clear recommendation
- Serve as the first point of contact for change status questions from project teams and leadership
Reporting and Continuous Improvement
- Track and report change KPIs: cycle time by stage, aging, and volume and value by project and cause
- Support Power BI change dashboards in coordination with the digital team
- Train and coach project managers, construction managers, and reviewers on the change process and their role in it
- Keep change management procedures current in program delivery documentation
Qualifications/Requirements:
- 7+ years of experience in change management, contract administration, project controls, or cost management on large capital programs; aviation or major public infrastructure experience is a plus
- Hands-on Procore experience, including Change Events, Change Orders, Budget, Prime Contracts and Commitments, and approval workflows; DocuSign experience preferred
- Working knowledge of public-sector contracting and approval processes; municipal or airport-owner experience is a plus
- Experience with alternative delivery contracts (CMAR, design-build, GMP), including contingency and allowance management
- Understanding of change pricing review and of cost and schedule impact analysis
- Familiarity with an integrated controls environment: Primavera P6, Power BI, and owner financial systems
- Bachelor's degree in Construction Management, Engineering, Business, or a related field, or equivalent experience
- Relevant certifications such as CCM, PMP, CCP, or Procore certification are a plus
Additional Requirements / Skills / Working Hours

- Organized, detail-oriented follow-through across many changes at once, with audit-ready records
- Clear, concise communication with both field and executive audiences
- Confidence holding senior reviewers and approvers to turnaround commitments
- Neutral facilitation skills: ability to move changes to a decision without advocating for an outcome
- Must be able to pass a background check and, where applicable, a drug screening in accordance with client and project requirements
