Cybermedia Technologies (CTEC) is seeking an experienced Business Management Analyst II to join our team

PROGRAM OVERVIEW:

CISA’s Stakeholder Engagement Division requires an integrated team to support council and sector governance, approximately 500 annual engagements, stakeholder coordination, policy and risk analysis, executive communications, records, and contract management. The work spans unclassified and classified environments and requires products that are accurate, accessible, compliant, and ready for government use.

POSITION SUMMARY
Support council governance, engagement planning, policy research, and performance tracking for CISA stakeholder and sector-management activities. The role blends federal program analysis, project coordination, research, and polished written communication.

KEY RESPONSIBILITIES
• Develop, update, and maintain charters, bylaws, membership structures, procedural documents, and governance trackers.
• Plan and support meetings and engagements, including scheduling, logistics, agendas, pre-reads, briefing packages, attendee lists, and follow-up.
• Track recommendations, action items, risks, dependencies, milestones, and participation trends through closure.
• Conduct research on critical infrastructure, cyber and physical security policy, threats, resilience, and stakeholder priorities.
• Perform qualitative and quantitative analysis and prepare clear findings, charts, dashboards, and recommendations.
• Draft memoranda, executive summaries, meeting records, status reports, issue papers, and presentation materials.
• Coordinate with internal and external stakeholders to collect information, resolve actions, and maintain accurate records.
• Apply DHS/CISA templates, formatting, records-management, quality, and accessibility requirements.

REQUIRED QUALIFICATIONS
• 5+ years experience in policy research, governance support, federal program analysis, or project coordination.
• Strong writing, organization, analysis, and stakeholder-coordination skills.
• Experience managing multiple deliverables, trackers, deadlines, and review cycles.
• Proficiency with Microsoft 365 and collaborative task or document-management tools.

PREFERRED QUALIFICATIONS
• Prior CISA or DHS experience.
• Experience with advisory committees, councils, critical-infrastructure programs, dashboards, or executive reporting.
• Working knowledge of Power BI, Microsoft Project, SharePoint, or Drupal.
CLEARANCE: Ability to obtain and maintain a favorable DHS Fitness Determination (Public Trust/DHS Suitability); U.S. citizenship required.

WHAT CANDIDATES SHOULD UNDERSTAND
• Work is expected to be onsite in Arlington, Virginia; approved telework may be available only as authorized by the Government.
• Positions are contingent upon contract award and successful completion of applicable security or suitability processing.
• For cleared positions, the recruiting requirement is an active Top Secret clearance with the ability to obtain and maintain SCI—not necessarily current SCI access on day one.
• For suitability positions, candidates must be able to obtain and maintain a favorable DHS Fitness Determination. Prior DHS service may help, but a previous Public Trust is not automatically transferable or guaranteed to reactivate.

PAY RANGE- $90,000–$115,000  Annually + Benefits(Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.
