Job Description- Lead and manage a team of Cost Managers across CSA and MEP disciplines throughout the full project lifecycle, from project inception to final account closure.
- Oversee the preparation and review of cost plans, detailed estimates, budgets, and expenditure approvals to ensure effective cost management and project delivery.
- Develop and implement optimal packaging strategies and procurement approaches to achieve project objectives and maximize value.
- Manage tender processes, including tender preparation, invitation, evaluation, recommendation, and contract award.
- Administer contracts and provide commercial leadership on cost control, variation management, and final account negotiations.
- Serve as the primary interface with clients and key stakeholders, including Lead Engineers, Superintending Officers (SO), and SO Representatives, to ensure alignment on project and commercial matters.
- Review and analyze project costs, providing strategic advice on contractual matters, claims, variations, and dispute resolution.
- Lead and mentor the cost management team, ensuring high standards of service delivery, technical excellence, and compliance with project requirements.
- Monitor project financial performance and identify opportunities for cost optimization, risk mitigation, and value enhancement.
- Ensure all commercial and contractual activities are executed in accordance with project governance, procurement policies, and contractual obligations.
- Degree in Building, QS and Construction related engineering or equivalent;
- Possess at least overall 15 years of practical experience as a Project Quantity Surveyor and Accredited Professional Quantity Surveyor (APQS) of Tier 1;
- Professional member of Royal Institute of Chartered Surveyors (RICS) or Singapore Institute of Surveyors and Valuers (SISV) or equivalent, with at least 5 years of practical experience post‐registration with RICS or SISV or equivalent in providing quantity surveying consultancy services;
- Possess experience of at least 3 projects using PSSCOC.

Skills Required
- Degree in Building, Quantity Surveying, Construction-related Engineering, or equivalent
- At least 15 years of practical experience as a Project Quantity Surveyor
- Accredited Professional Quantity Surveyor (APQS) of Tier 1
- Professional membership of RICS, SISV, or equivalent
- At least 5 years of practical experience after registration with RICS, SISV, or equivalent in quantity surveying consultancy services
- Experience on at least three projects using PSSCOC
