Torch Technologies is seeking a highly experienced and strategic Senior Proposal Manager to lead and manage all aspects of complex proposal development, ensuring the timely submission of compelling, compliant, and winning proposals in response to government solicitations.

As a Senior Proposal Manager your duties will include the following, but are not limited to:

  • Lead and manage the entire proposal lifecycle, from pre-solicitation activities through proposal submission and post-submission support.
  • Analyze solicitations (RFPs, RFIs, RFQs) thoroughly to identify all requirements, evaluation criteria, and critical success factors.
  • Develop comprehensive proposal plans, outlines, and compliance matrices, ensuring adherence to all solicitation instructions.
  • Formulate win themes, discriminators, and key messages in collaboration with capture managers and technical subject matter experts.
  • Conduct kick-off meetings, define assignments, and establish timelines for proposal team members, including technical writers, editors, graphic designers, and subject matter experts.
  • Facilitate color team reviews (e.g., Pink, Red, Gold) and lead recovery efforts, incorporating feedback to enhance proposal quality and responsiveness.
  • Write, edit, and rewrite proposal sections as needed, ensuring clarity, conciseness, and compliance with all requirements.
  • Oversee the development of compelling graphics and visual aids to support proposal narratives.

Job Qualifications:

  • US Citizenship.
  • Bachelor’s Degree in Business Administration, a related field or equivalent experience.
  • 8 years of experience with Proposal Development. 
  • Experience as a proposal volume manager for proposals with duties including proposal writing, coordination of writing inputs, editing, and ensuring compliance with Government requirements.
  • Demonstrated proposal development experience in DoD markets to include Engineering Services, Weapon Systems, Hardware and Software Development, Test & Evaluation Services, Communications, and Special Programs.  
  • Demonstrated track record of successfully leading and winning complex, multi-million dollar proposals.
  • Expert-level understanding of the government procurement process, including FAR/DFARS regulations.
  • Proficiency in proposal management methodologies (e.g., Shipley Associates). APMP certification preferred.
  • Exceptional writing, editing, and communication skills, with the ability to articulate complex technical information clearly and concisely.
  • Expertise in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and familiarity with proposal management software.
  • Ability to work independently and as part of a team in a fast-paced, dynamic environment.
  • Strong organizational skills and attention to detail.
  • Ability to obtain and maintain a security clearance may be required.
