Overview

DLH is seeking a Project Control manager who will oversee Project Control Analyst activities with program control, budget preparation, business operations support, financial reporting, and other related duties for program teams.

Responsibilities

  • Initiate, monitor and maintain proper project setup to include:
    • project number structure, funding setup, revenue and billing formula setup, project ceilings, memberships, indirect rate structures, labor categories, billing rates, rate sequence, project workforce, etc.
  • Project Financial Performance:
    • Develops project cost/schedule baselines and budgets, monitor actual cost performance and   resolve issues in a timely manner.
    • Monitors outstanding project commitments for all non-labor costs.
    • Ensure accuracy of project-related expense reports and ensure timely processing.
    • Prepares Expense Authorization (EA) forms for projects and ensures that proper back-up documentation is provided.
    • Manage, maintain, and monitor subcontractor/consultant funding and expenditures, submitting cost accruals for monthly close when necessary.
    • Develops monthly project financial forecasts/EACs and ETCs and conducts variance analysis.
    • Analyze project reports to identify risks and resolve issues; communicate status and findings to Project Management staff.
    • Document project status for month-end close reviews.
    • Monitor project timecards, identify errors and process corrections in a timely manner.  Communicate with project management and billing that corrections were processed correctly.
  • Project A/R and A/P:
    • Participate in review of invoices ensuring they are submitted to the customer in a timely manner, with correct cost and appropriate contract information.
    • Monitor billing and payment status of customer invoices.
    • Monitor unbilled transactions for inclusion in subsequent invoices.
  • Assist Project team with:
    • Development and execution of internal and external project reviews
    • Generation and analysis of project financial reports in compliance with contractual requirements.
    • Prepare financial impacts associated with changes to statements of work to be included in contract modifications for on-going projects.
    • Track contractual obligations and deliverables.
  • Contracts / Pricing:
    • Review and analyze contracts, subcontracts, and agreements to ensure project meets financial and reporting requirements.
    • Provide support in the preparation of new work bid submissions in response to Requests for Proposals.
    • Participate in the contract close out process by calculating and monitoring indirect rate variances on cost type projects.
  • Support various internal and external audit requests and inquires.
  • Support junior level Project Control Analyst capabilities development.
  • Performs other duties and special projects as requested by management.

Qualifications

  • BS/BA in business, accounting, management, economics or related
  • Minimum of 8 years relevant experience

Work Experience, Knowledge, Skills & Abilities

  • Minimum of 8+ years of Government Contracting experience
  • Possess knowledge and understanding of federal procurement and budget regulations to include the Federal Acquisition Regulation (FAR); the Defense Federal Acquisition Regulation Supplement (DFARS)
  • BA or BS degree in relevant discipline
  • Strong Excel skills
  • Knowledge of Microsoft 365 Business Central is a plus
  • Previous Earned Value Management System experience


Basic Compensation: $100,000 - $115,000 yearly salary

The salary offered within this range will be based on the selected candidates’ skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards.  An applicant’s salary history will not be used to determine compensation.
