Owns the output of a key discipline within Program Management and typically manages a team of Program Management job family roles. Helps manage a strategic program representing a major company initiative by providing central expertise, governance, and control within or independent of a formal Program Management Office (PMO). Responsible for planning, organizing, and controlling resources/processes to achieve project/program objectives within scope, time, quality, and budget constraints. Identifies, suggests, and implements best practices to facilitate best solutions and methods that will optimize processes in all business areas. Gathers and reports consolidated project status and financial information to leadership. Utilizes in-depth professional knowledge and experience to set departmental goals which align with functional strategy. Focuses on achievement of departmental goals and plays a significant part in achieving functional goals.

The US Government Provider Engineering department is hiring an Program Management Senior Manager. This role will serve as Execution lead for Provider technology to deliver robust Provider solutions within the Dedicated Medicare Operating Model (DMOM program) – a highly complex, strategic initiative for Cigna that must be delivered by 1/1/2025. This critical and complex domain is at the core of the program architecture and will determine the success of the program given its intersection points with the Enrollment and Claim domains. This role will collaborate with technology teams, cross domain teams, and key stakeholders across technology and business in order to deliver the required Provider capabilities

Key Responsibilities

  • Aggregates Program Increment (PI) Objectives into Program PI Objectives

  • Participates in PI Planning readiness; preparation of domain vision and backlogs via pre- and post-PI Planning

  • Establishes PI Planning readiness and facilitates Planning

  • Manages and optimizes the flow of value through the program using various tools

  • Assists with execution and Feature completion

  • Drives continuous improvement via Inspect and Adapt (I&A)

  • Assists with economic decision making

  • Escalates and tracks impediments

  • Helps manage risks and dependencies

  • Attends System Demos and Solution Demos

  • Coaches leaders, teams and Scrum Masters on lean-agile practices and methods

  • Facilitates the Provider domain sync sessions

  • Assists Product Management with economic decision making and by facilitating feature estimation by teams and then

aggregate up to the Epic level

  • Encourages collaboration between System and Solution Architects, User Experience, Engineers and Teams

  • Helps ensure strategy and execution alignment by working with Experience Group Owners (EGOs), Agile Product Owners

(APOs), Product Managers, Experience Owners (EOs) and stakeholders

  • Reports status and supports activities related to Providdomain Portfolio Management and Release Management

  • Addresses critical bottlenecks by providing input on resourcing

  • Encourages and facilitates Team Layer and Program Layer continuous integration and communities of practice for Quality,

Engineering, SAFe, Agile and Lean

  • Ensures the necessary tools are set up including software, collaboration tools, CI/CD, etc., or otherwise the team has

alignment on how to acquire/build them and has relevant funding

  • Ensures the domain has established working agreements with relevant Operations team(s) on how software will be tested,

deployed and operated, including who is accountable

  • Maintains accurate domain rosters

Required Experience/Qualifications – 7+ Years

  • Experience as Execution lead for technology program or Release Train Engineer experience.

  • Medicare experience is good to have but not required – Enrollment, Claims, Provider, Fulfillment, Service, Broker etc.

Experience in following capabilities is preferred but not required: Provider, Claims, Billing, Membership, Reconciliation, FDR’s,

Third party vendors, and Fulfillment.

  • 8+ years of experience managing release trains, or in scrum master capacity.

  • Experience leading and managing multiple teams through influence to drive Large transformation complex programs and

organizations.

  • Deep understanding of Agile principles, SDLC processes, agile development and testing practices.

  • Bachelor’s degree or equivalent experience required.

  • Experience working with multiple groups, both internally and externally – clients, engineering, and product management teams

  • Preferred experience working for a program involving a highly matrix organization within a heavily integrated environment.

  • Excellent attention to detail, with strong program management skills.

  • Excellent written and oral communication skills

  • Ability to work with shifting priorities to meet project requirements; self-motivated.

  • Budget, cost and profitability management skills

  • ~ 25-50% of travel may be necessary

Education

  • Bachelor’s degree in a related field or equivalent work experience

  • Agile trained

  • The position is required to be working from Nashville TN location or 25% travel or on a need basis
