The Project Manager will be responsible for the coordination of PMO and project implementation initiatives within the Enterprise Scenario Group Team which is part of Finance CRO.

The Project Manager will be required to monitor the Book of Work for Enterprise Scenario Group and communicate with senior leadership on the ongoing work and processes as well as connect the dots within the end-to-end process, understand the context, being able to challenge stakeholder response, and orchestrate the required complexities of the process between Model Developers, Model Risk Management and Regulatory requirements. This role requires a solid understanding of model development, a strong personality for stakeholder interaction, and strong program management skills to orchestrate the complexity of managing multiple projects. Consulting prior expertise would be a plus.

A good understanding of Citibank, the industry PMO processes, and regulatory requirements, is also necessary to contribute to the overall program objectives. This role requires thorough understanding of project management deliverables including, but not limited to, project plans, status reports, and meeting materials.

Excellent communication skills are required to negotiate internally, often at a senior level. The project manager will work closely with our partners from other areas of Risk Management, Finance, Treasury, Model Risk Management, and Risk Technology.

A successful candidate must have a strong quantitative analytics background and a solid understanding of concepts of quantitative model development with proven experience in delivering large change programs, with short deadlines. Knowledge of CCAR, CECL, Basel III and/or IFRS9 is essential, as is a good understanding of the process of scenario design and variable expansion for Stress Testing.

Experience working with Regulators and Senior Management is a significant benefit. The candidate must have the ability to understand and adapt to new and evolving requirements and issues and articulate a clear plan of action. Hands-on experience is required in the preparation and tracking-to-plan of project plans, along with the ability to adjust plans/budgets in response to new priorities. A strong quantitative background is desirable for this position (Bachelor's degree in quantitative field + MBA or Masters in quantitative field). PMP Certification is highly desirable for this role.

This is an Irving (TX) or Tampa (FL) based role.

Responsibilities:

The role will have two complimentary components: Project Management and Program Management deliverables:

  • The program management component will focus on responsibilities providing project management support to the Enterprise Scenario Group Team across multiple work-streams and countries. The Enterprise Scenario Group team is responsible for forecasting firm wide macroeconomic and financial variables that are critical inputs to a variety of corporate stress tests, loan loss reserves, and financial planning model.
  • The PMO / Project Management deliverables component will cut across four distinct work-streams: (i) PMO, Governance, Data Management, and Forecasting Support; (ii) Financial Forecasting; (iii) Macro-Enterprise Scenario Group; and (iv) project delivery planning. Process reengineering may be required at times for data management; forecast review and approval; algorithmic enhancements; and modelling and forecasting methodologies, e.g., enhancements to documentation management. It should be noted that a significant degree of independent decision-making and thought leadership will also be required.



The ideal candidate will leverage exceptional analytical and project management skills to drive efficiency and effectiveness, through strong presentations, clear communication, and ability to action in a fast-paced environment.

Qualifications:

  • Extensive work experience in the financial services project management and PMO processes; risk management experience required with knowledge in the principles of credit risk, capital markets and finance.
  • Proven experience delivering PMO artifacts and documentation, including project plans, status reports, RAIDs logs, and other meeting materials.
  • 10+ years of relevant experience within the financial services industry required
  • Minimum 5+ years of hands-on program management experiences in financial services organizations.
  • Proven analytical and problem-solving skills with in-depth understanding of financial models, especially the latest developments in Basel, IFRS9/CECL and CCAR.
  • Knowledge of the model documentation, development, and release process.
  • Knowledge and expertise in Program Management methodologies, including agile and waterfall methodologies.
  • Excellent communication skills required to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Frequently involved with a variety of broad based and complex issues requiring conceptual thinking.
  • Ability to communicate and interact effectively with clients, project managers and workstream stakeholders.
  • Background in regulatory project management, issues management, risk, and controls
  • Undergraduate degree, Masters preferred (majors in in Economics, Finance, Statistics, or related areas are preferred, but different majors are also of interest, especially if other experience demonstrates quantitative and/or analytical skills)
  • Expertise in process reengineering / defining target operating models
  • Proven ability to build trusted relationships and effective partnerships at a very senior level
  • Ability to collaborate with others to achieve objectives
  • Able to work to tight deadlines with unfailing reliability and juggle multiple priorities
  • Flexible and able to adjust to other's schedules and operating models
  • Able to drive Subject Matter Experts and processes to meet deadlines
  • Proficiency in all MS Office applications especially PowerPoint and Visio



Preferred Qualifications:

  • Qualification in project management or process design (PMP certification, etc.)
  • Knowledge of Economics, Econometrics or Risk Management
  • Quantitative or analytical background



Education:

  • Bachelor's degree/University degree or equivalent experience in quantitative field (Finance, Math, Physics, Economics)
  • Master's degree preferred (MBA or Finance, Economics or Quantitative field)
