GDIT has an opportunity for a dynamic and collaborative candidate to join our team supporting the Administrative Office of the US Courts (AOUSC) Case Management Systems Office (CMSO) in Washington, DC. The CMSO has a mature Agile practice using the SAFe framework.

GDIT provides full software development lifecycle support for a variety of highly complex business critical systems, including COTS and customized solutions. Our support includes program and project management, business requirements analysis, solutions architecture, and software engineering within the AO to deliver systems for the Case Management and Electronic Case Filing (CM/ECF) Portfolio, the Probation and Pretrial Services (PPS) Portfolio, and the National Applications Portfolio. The systems support service officers, judges, and other stakeholders with the automated functionality needed to perform the administration of justice and court services to the United States Courts across the nation.

Responsibilities:

  • Organize and facilitate SCRUM ceremonies: daily standups, Sprint Planning/Grooming, Sprint Reviews/Demos, and Retrospectives
  • Maintain JIRA and other information radiators for the teams
  • Mentor and coach team members on core Agile values, principles, practices, and processes
  • Enable team to become self-organizing and self-managing to achieve its goals
  • Establish and maintain strong working relationships with all stakeholders, including customers
  • Work with external entities to coordinate DevOps activities related to servers, configuration management, deployment and independent testing
  • Work with the Product Owners, Business Analysts and Project Manager to develop release plans and ensure product backlogs are well-groomed, prioritized and visible to all stakeholders
  • Motivate teams to perform and ensure team members are collectively responsible for all aspects of the committed work (analysis, development, testing, documentation, etc.)
  • Identify, address, and communicate project risks, dependencies, and team impediments
  • Ensure the team's "definition of done" is well defined on the story, sprint, and release levels
  • Facilitate productivity through discussion, decision making, and conflict resolution
  • Shield the team from external interferences
  • Assist with internal and external communication, and improving transparency
  • Build a trusting and safe environment where problems can be raised with an emphasis on problem solving
  • Assess the Scrum maturity of the team and coach the team to higher levels of maturity at a pace that is sustainable and comfortable for the team
  • Coach a continuous improvement mindset and recommend adjustments to established delivery practices
  • Participate in Scrum of Scrum meetings to ensure cross-team collaboration and coordination of release plans and integration of testing activities


Required Qualifications and Competencies:

  • Bachelor's degree plus at least eleven years (11+) of overall experience and eight years (8+) of specialized experience (or master's degree plus 9 years of overall experience and 6 years of specialized experience).
  • First level Scrum Master certification (CSM and/or PMI-ACP)
  • Experience in managing multiple development projects through inception to production
  • Experience managing projects following Agile methodologies such as Scrum, Kanban, Extreme Programming, and SAFe
  • Experience managing multi-system projects and self-organized, cross-functional project teams in a matrixed environment
  • Familiar with Agile values, principles, processes, and methods such as iterative and incremental development, continuous integration, test-driven development (TDD), unit testing, code refactoring, pair programming, and Scrum ceremonies
  • Experience working with customers in gathering requirements, modeling use cases, writing user stories and documenting business processes
  • Excellent written and verbal communication skills and be effective at communicating with both technical and non-technical audiences
  • Moderate knowledge of the JIRA tracking tool
  • Energetic, goal oriented, proactive, innovative, hardworking, and patient

Preferred:

  • Previous role as a technical lead/manager or developer
  • PMP certification and Second level Scrum Master certification (CSP, SAFe Agilist, SAFe Practitioner)
  • 3-5 years agile team facilitation experience (e.g. Scrum Master, Agile Facilitator etc.)
  • SAFe 4.5 certification - preferably SPC
  • Experience on multiple Scrum teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.)
  • Track record of continued and recent education in Scrum, including training, conferences, user groups and self-study
  • Knowledge of development environments, platforms, and technologies including Angular, JavaScript/jQuery, CSS, HTML, XML, and SQL.
  • Well versed in a variety of agile approaches (Scrum, Kanban, SAFe)
  • Experience with ad-hoc coaching and mentoring techniques
  • Experience with service desk/help desk approaches in an emerging agile environment
