As Project Manager for the State of New York's All Payer Claims Database (APD) Project, you assist the NY APD Project Director and will be responsible for managing delivery of contractually required services and deliverables for the APD project, as well as Change Requests and Operational management of the APD project. You will be a business and technology generalist managing, directing and interfacing with business clients and senior management. You will be responsible for proactively identifying opportunities, and conducting analysis, needs assessments, cost/benefit assessments pertaining to other IT services as appropriate.

Primary Responsibilities:

  • Manage day to day project management activity for the contract workstreams, focusing on the project schedule and project deliverables
  • Maintain a formal Project Schedule and work with the Scheduler to integrate weekly plan updates
  • Serve as a key resource on complex and/or critical issues remediation planning
  • Lead, motivate and inspire other team members
  • Manage customer relationships and anticipate customer needs to proactively develop solutions
  • Manage the project's Issues, Risks, Actions, Assumptions and Decisions (IRAAD) log
  • Work with end users/customers to understand and develop requirements
  • Organize and lead project related meetings with customers and development staff
  • Project Status Reporting, Project Quality Management, and Project Budget Management
  • Communicate effectively, verbally and in writing, with programmers, analysts, immediate supervisor, management, system users, operations, other State agencies and the private sector
  • Meet with users for clarification and elaboration as necessary to clearly define a problem and conceptualize a development plan
  • Recognize, gather, correlate, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives; and make appropriate recommendations
  • Forecast, plan and collaborate with other PMs to manage shared resource requirements
  • Authorize deviations from standards
  • May lead functional or segment teams or projects
  • Provide explanations and information to others on complex issues

Required Qualifications:

  • 5+ years of experience managing delivery of complex application development projects
  • 5+ years of Data Warehousing and Analytics experience
  • 5+ years of experience in Microsoft Project
  • 3+ years of experience working on projects with 10 or more resources
  • 3+ years of Sr Project Management experience including Hardware, Software, and Services related deliverables
  • 3+ years of experience with Healthcare (Medicaid, Medicare, Commercial Insurers Data (Member, Issuer & Plan, Claims)
  • 3+ years of experience managing customer relationship
  • Experience in both Agile and Waterfall SDLCs
  • Proven excellent written and verbal communication skills


Preferred Qualifications:

  • PMI certified
  • 3+ years of formal personnel management experience of both direct reports and matrixed resources
  • Experience with Project and Contract level Change Management
  • Experience with Project and Contract Issue Management
  • Experience with project development methodologies and project management methodologies and able to apply methodologies in a practical manner
  • Experience with NY Medicaid/Health Exchange data
  • SQL experience
  • State Medicaid Data Warehouse or Medicaid Management Information Systems
  • Exposure to solution architecture
  • Exposure to BI Tools such as Cognos, Tableau and Business Objects
  • Exposure to Data Quality tools (Informatica, Talend)
