The United States Department of Commerce's (DOC) National Telecommunications and Information Administration (NTIA) is the Presidents principal adviser on telecommunications and information policy issues. NTIA manages the Federal use of the electromagnetic (EM) spectrum; and performs cutting-edge telecommunications research and engineering, including resolving technical telecommunications issues for the Federal Government and private sector.

NTIA's Office of Spectrum Management (OSM) manages the EM spectrum for the Federal government in the U.S. and its territories. OSM uses multiple national security systems and unclassified systems to assign frequencies; maintain spectrum use databases; review Federal agencies new telecommunications systems and certify the availability of spectrum; and provide the technical engineering capabilities needed to perform spectrum resources assessments.

NTIA is in the process of replacing, enhancing and adding to its spectrum systems portfolio to incrementally develop and transform spectrum management processes through improved technologies and architectures, enhanced automation and interoperability across the federal government.

NTIA and federal agencies to include the Department of Defense (DoD), use the antiquated Equipment Location- Certification Information Database (EL-CID) Desktop application as an automated tool to support electronic preparation of spectrum certification requests. NTIA is in process of replacing the antiquated, MS Access/Visual Basic EL-CID Desktop application with EL-CID Online. EL-CID Online is in production, but enhancements are required before the desktop application can be retired. Follow-on task orders will address additional functionality and interfaces to other systems.

Description:

The Scrum Master's main role will be to ensure the team is adhering to the scrum framework, and that the Agile process in place is being followed. The Scrum Master will be responsible for facilitating and being an active participant in sprint planning, daily scrums, sprint demos and retrospective meetings. The Scrum Master will be responsible for ensuring JIRA tickets are in the right status and will constantly review them to make sure nothing is being ignored/dropped. The Scrum Master is expected to update JIRA tickets to keep them in the right status. The candidate is expected to generate notes, which are created in Confluence, after hosting Sprint demos, retrospectives, and weekly client meetings. The Scrum Master will also assist the Subject Matter Expert (SME), PM, and Technical Lead in understanding requirements, creating JIRA tickets, and statusing JIRA tickets. The candidate is expected to integrate with the team, assisting in areas like helping the tester to refine test cases and testing. The Scrum Master will also be responsible for several deliverables such as generating monthly JIRA reports (burndown charts/metrics, velocity charts, controls charts, and version charts) as well as Requirements Traceability Matrix (RTM), Definition of Done, and Release Notes. The candidate will also provide input to the weekly status report. The candidate must have a strong personality to deal with a difficult client.

Responsibilities:
  • Ensure JIRA is being utilized correctly to plan, track and manage the agile development project
  • Ensure correct use of scrum processes
  • Facilitate daily scrums and send out minutes to the team
  • Schedule, facilitate, and participate in sprint planning, sprint demos and retrospective meetings
  • Update Confluence with outcome and action items from sprint planning, sprint demos, and retrospective meetings
  • Update JIRA tickets with outcome of IPT meetings
  • Facilitate estimations and planning sessions to forecast numbers of deliverables possible in an iteration
  • Provide updates for weekly status reports
  • Provide monthly JIRA reports to include in monthly status reports
  • Work with client/product owner to groom and maintain the product backlog
  • Help team to clarify goals and actions to achieve them
  • Assist SME with understanding requirements and creating JIRA tickets
  • Produce Requirements Traceability matrix after client approves backlog. Then again at the end of the sprint, which shows actuals
  • Generate the definition of done and ensure definition of done is being followed and ensure test case management and defect tracking are performed properly
  • Produce Definition of Done. Then again at the end of the sprint, which shows actuals
  • Create Release Notes for each sprint
  • Review test cases and provide refinements to the tester
  • Learn the application and assist with testing
  • Ensure user stories and acceptance criteria are clear and adhere to Agile practices
  • Lead release planning sessions with the client, product owner and scrum team
  • Ensure effective open, honest and with respect communication amongst the team
  • Facilitate discussions, decision making and conflict resolution
  • Track and remove impediments for the scrum team
  • Assist project manager with deliverables
  • Attend meetings with client
  • Other assignments given by project manager


REQUIREMENTS
  • 4+ years experience with Scaled Agile Framework
  • 4+ years experience writing user stories, acceptance criteria
  • 4+ years experience with Agile development, DevOps, continuous integration, and continuous testing
  • 4+ years experience with test-driven development (TDD) and behavior driven development (BDD)
  • 2+ years as a scrum master, leading a team practicing scrum theories and practices
  • Relevant certifications in Agile
  • 4+ years experience with JIRA and JIRA reports
  • 3+ years experience writing technical documentation
  • Knowledge of Confluence a plus
  • Knowledge of radio transmitters and receivers, radar, antennas and satellites a plus (radio spectrum)
  • Secret clearance required to start
