JLL seeks a full-time Senior Project Manager to join the Project and Development Services team to support our client's real estate development objectives. In this role, you will support the Client in development of land, for technology laboratory, research and development and supporting office uses. The position will be based in the Portland/Vancouver metro region.

The client is leading global technology company with a broad range of real estate initiatives. In this role, you will work closely with the Project Lead and client to manage the planning, design and construction of a new facility in the Portland/Vancouver area. This position will be responsible for all elements of design, land use entitlements, permitting, project management, and Construction Management for the full life of the project.

The suitable candidate for this role will have 10+ years of experience with land development projects, client relationship management and vendor management.

Responsibilities

  • Manages all aspects of project management including budget, schedule, procurement, quality & risk during planning, design, construction, occupancy and closeout.
  • Establish governance framework to manage project scope, timelines, resources, budget, subcontractor relationships, contracting, risks and risk mitigation measures.
  • Work collaboratively with other project team members including the Project Lead, other project managers and support staff.
  • Oversee the development of budgets and schedules and ongoing updates as needed.
  • Develop, coordinate, and manage stakeholder communications including setting agendas and leading project meetings.
  • Coordinate with project team to provide daily, weekly and monthly reports, as needed, for review and discussion at team meetings.
  • Work with client's internal resources and other consultants to refine the site program and develop and document Basis of Design requirements
  • Coordinate with project team and local jurisdiction to manage the design and construction of public and private infrastructure including roads, public transit facilities, utilities, and stormwater facilities.
  • Manage the preparation and submittal of land use, grading and building permit applications and work with regulators through the approval process, as required.
  • Manage process to prequalify project partners, develop RFP's on behalf of the client and manage the bidding process in accordance with public procurement standards and client's own procurement requirements.
  • Onboard and manage A/E teams during the planning and design phases
  • Onboard and manage contractors during preconstruction and construction phases
  • Identify and document risks and lead efforts to avoid, eliminate or mitigate risks throughout the course of the project.
  • Review all iterations of design and construction documents to ensure client objectives and requirements are being met.
  • Review change orders, RFI's, substitution requests, and submittals for compliance with contract documents and project requirements.
  • Coordinate Owner FFE to ensure requirements are coordinated with building and MEPF design and manage the installation of new and relocated client equipment.
  • Interface with external and JLL consulting and advisory staff to coordinate client specific laboratory, testing, R&D requirements during design and construction.
  • Interface with external and/or JLL consulting and advisory staff to coordinate sustainability requirements during design and construction.
  • Oversee building commissioning, owner training and building turnover process.
  • Oversee punchlist and project closeout.


Position Requirements Minimum

  • Bachelor's degree in engineering, construction management, architecture, real estate development, or related field.
  • 10 years minimum experience required with a minimum of 7 years of related real estate, development management, general contractor, or civil contractor experience leading large construction projects.
  • Proven ability to manage new site developments from start to finish.
  • Versed knowledge in commercial land development.
  • Exceptional financial acumen and budget management skills.
  • Strong interpersonal, negotiation, and communication skills.
  • Demonstrated project management skills.
  • Proven experience building and sustaining relationships with internal and external partners.
  • Advanced computer skills using Word, Excel, Outlook, Project, PowerPoint, Teams, Zoom, BlueBeam, project management and scheduling software (i.e. Procore, CMiC, Primavera)
  • Excellent writing skills and the ability to organize and present complex information in a clear and concise manner.
  • Ability to review and understand complex documents including, but not limited to, agreements/contracts, strategic plans, easements, surveys, construction drawings, specifications and detailed cost estimates.
  • Ability to read and interpret civil drawings.
  • Ability to analyze and solve advanced problems and navigate a variety of options in complex situations.
  • Knowledge of general construction practices and safety standards.
  • Comfortable working in-person at an onsite construction field office.


Position Preferred Experience

  • Experience working as a civil engineer or managing utility and road infrastructure projects
  • Experience working as a mechanical or electrical engineer or managing new construction projects with complex MEP systems.
  • Experience with public procurement and contracting
  • Managing the design and/or construction of technology labs or R&D facilities
  • Familiarity with sustainable design and construction practices and certifications (i.e. LEED, Path to Net-Zero, etc.)
  • Supervisory experience within construction or other related business.
