ECS is seeking a Senior Program Manager, VP for DOE IT Programs to work in our Washington, DC office. Please Note: This position is contingent upon contract award.

Job Description:
ECS is currently searching for a full-time Program Manager to support the Department of Energy (DOE), National Nuclear Security Administration (NNSA) with their IT and Cybersecurity infrastructure management requirements. The Program Manager will have responsibility for all Program Management activities related to Task Orders awarded under a larger Blanket Purchase Agreement (BPA) and individual Task Order delivery. You will lead the initiatives to secure additional Task Orders from proposal through execution. You will perform IT Management services in support of the NNSA Project Management Office (PMO), ensuring that all projects follow the agency's program and software development lifecycles.

The NNSA Associate Administrator for Information Management and Chief Information Officer (OCIO) is the organization responsible for federal information management and information technology (IT), and complex-wide cybersecurity for NNSA. The OCIO orchestrates, provides, and directs cybersecurity across the NNSA enterprise and to its mission partners. This office manages the IT portfolio, federal IT investments, services, and projects, in alignment with the NNSA and Departmental strategies, as well as other national policy drivers. NNSA is seeking to modernize its IT and Cybersecurity infrastructure, decommission legacy services and systems, improve Cybersecurity posture, and transition current IT and Cybersecurity services to a set of integrated managed services.

Program Manager roles & responsibilities may include:

  • Planning, coordinating, and managing actions to acquire and implement contracts and task orders.
  • Interacting frequently with coworkers, technical team members, subcontractors, customers, and functional groups regarding contract support and compliance.
  • Providing Program Management support to NNSA technical teams and projects as required. Delivering projects on time, on budget and in scope to ensure expected business outcomes and realized value.
  • Providing Program Management support (e.g. financial management, earned value management, project schedule maintenance, project reporting) for complex projects.
  • Providing consulting support to project managers within the Business Units regarding project management best practices established by the Enterprise Program Management Office.
  • Managing complex projects based on the principles of the Project Management Institute (PMI).
  • Conducting Assessment & Authorization (A&A) and/or Risk Management Framework activities as directed.
  • Providing support analysis and develop cybersecurity recommendations to address ongoing and emerging issues. Document all cybersecurity processes and conduct product analysis to provide recommendations for process improvements, and for ways to consistently apply processes across locations.


Required Skills:

  • A Bachelor's Degree in management science, business, technical or related discipline.
  • Active "Q" or TS/SCI clearance.
  • At least 10 years of experience leading and managing programs and/or projects, preferably in the areas of IT systems implementation and cybersecurity.
  • Experience managing complex projects (e.g. projects that: span multiple Business Units; have high technical complexity or have a major impact on the success of larger, more critical projects).
  • Knowledge of industry and government best practices for IT Service Management.
  • Must have experience managing, controlling and/or directing technical efforts on Service Desks and/or Infrastructure support services programs.
  • Demonstrated written and oral communication skills, including experience in presenting relevant program material to Government stakeholders.


Desired Skills:

  • Masters Degree
  • Experience managing programs of similar complexity consisting of multiple project teams and technical individuals.
  • Project Management Professional (PMP).
  • ITIL Certifications.
