LST is seeking an experienced, Project Manager to support the Federal Aviation Administration (FAA). This position is part of the program management team supporting the Air Traffic Organization Cybersecurity Group.

Responsibilities

  • Exercise independent judgment and initiative in solving problems and performing complex tasks
  • Coordinate the efforts of other staff members assigned to specific projects and interface with government management personnel using superior oral and written communication skills
  • Manage and maintain control of assigned projects ensuring quality delivery of all assigned team tasks
  • Guide efforts of cross-functional teams to support the consistent, disciplined application of appropriate program management tools and techniques across all agency initiatives, to include program plans, schedules, earned value management, risk registers and program metrics
  • Support portfolio management activities for enterprise cybersecurity capabilities
    • Track project cost, schedule, and performance by Earned Value Management (EVM) techniques
    • Facilitate engagement with portfolio stakeholders to ensure clear information & status sharing, effective project planning, and proactive project risk management
    • Apply rigorous project performance management to meet milestones and deliverables according to project schedules; includes the development and monitoring of key project metrics, continuous risk & impact management, and early intervention or escalation when issues or obstacles arise
    • Practice disciplined project cost management to ensure funds are allocated, awarded/obligated and expensed in a timely manner
    • Support acquisition and procurement activities to include performance work statement development, business case development, investment analysis, market survey & request for proposal release, vendor response tracking, source selection, contract award and execution.
  • Provide programmatic & integration support for capability implementation and transition
    • Interface with multiple FAA teams/organizations, ensuring common situational awareness and promoting collaboration
    • Ensure transition activities are implemented according to schedule and budget
    • Identify related issues and effective solutions to resolve transition challenges
    • Analyze and provide recommendations for new requirements and changes
    • Develop project plans and tracking tools to identify expectations, scope, schedule, and budget requirements
    • Keep all teams informed of project status, actions, and due dates


Requirements

  • 10+ years' experience in project management
  • Experience supporting federal government acquisitions is required; FAA experience is preferred
  • Project management certification. Project Management Institute (PMI) Project Management Professional (e.g, PMP, PgMP) - preferred
  • Cybersecurity experience or education is desirable, especially knowledge of the National Institute of Standards & Technology (NIST) Risk Management Framework


Education

  • Bachelor's degree is required for this position. Relevant fields might include business, management science, information or cyber security, information systems or technology, aeronautics, telecommunications, etc.
  • Advanced degree (Masters or MBA) preferred.


Location

  • Washington, DC at LST offices near FAA Headquarters is preferred; Atlantic City, NJ at/near FAA Technical Center or Oklahoma City, OK at/near FAA Aeronautical Center also available
  • At this time due to COVID, the position is primarily telework with occasional requirement to be in office; as the pandemic recedes, this position is eligible for part-time telework
