Functional Analyst Senior

The Program Specialist is responsible for providing support as it relates to monitoring, technical assistance, and follow-up efforts to ensure that funds are expended for appropriate activities and grantees are in compliance with federal requirements and policy. The Program Specialist may assist in national outreach efforts and perform additional duties, as needed.

Essential tasks include:

  • Develop work plans to implement individual monitoring assignments and support state program review teams.
  • Assist and support site visits with states, voluntary agencies, mutual assistance associations, and other entities.
  • Coordinate with the Monitoring Team to schedule and conduct selected on-site monitoring visits, analyze program performance, and identify gaps in programs, model programs, and/or programs that require corrective actions.
  • Coordinate with Regional team for any follow-up.
  • Prepare written reports of findings, i.e., strengths, best practices, areas of weakness, and recommendations for improvements.
  • Obtain clearance for site reports from the respective Regional Representative or designee before release.
  • Provide and/or coordinate technical assistance to grantees as a follow-up to monitoring reports in conjunction with the Regional Team.
  • Conduct and maintain inventory of corrective actions, recommendations and areas of concern/Technical Assistance requests, track progress and deadlines, and coordinate with regional staff on any follow-up.
  • Analyze state plan submissions, grantees' program performance and financial reports, and data relative to program objectives and summarize observations.
  • Assist in the modification of monitoring protocols, as needed.
  • Create and implement systems to share monitoring outcomes and trends to assist program planning and provide guidance.
  • Support Regional Offices, as needed, to include assisting in report reviews, outreach efforts, communication and coordination with States and Grantees, etc.
  • Provide support on a range of analytical tasks to assist decision making.
  • Additional duties as assigned.



Travel Requirements: ~50%

Qualifications:

  • Requires BS/BA degree and 5+ years of relevant experience
  • Excellent oral and written communication skills
  • Proficiency with Microsoft products, including Word, Excel, and PowerPoint
  • Excellent facilitation, coordination, evaluation, and analytical skills.
  • DC location preferred but will consider other locations on the east coast
