Job Summary :
The Program Design & Planning Department within Raytheon Missiles & Defense (RMD) is seeking a program planning professional to join our team.

The Principle Technical Planner position will be a member of the Program Management Excellence organization, supporting a program within the Strategic Missile Defense directorate. You will be responsible for the development, maintenance and analysis of the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) for complex programs.

This position will be located in Tucson, AZ.

Responsibilities to Anticipate:

  • Ability to understand the program technical and programmatic solution, and partnering with the program team, lead integration of that solution into the IMS baseline plan ensuring the cost, schedule and technical requirements are fully integrated into the execution plan
  • Lead creation and maintenance of compliant Integrated Master Schedules (IMS) on requirements provided by the customer that achieve necessary cost and schedule integration
  • Lead the team to ensure program plan and IMS is developed consistent with IPDS and program life cycle. Must be able to review the IMS planned work for accuracy, identifying missing work or work that is planned improperly
  • Understands, can create, use and recommend appropriate alternative/supplemental program mgmt. plans/artifacts (HUM, MPS, First Unit Flow), to help the program team understand and manage to the plan
  • Partnering with SMEs, explain Schedule Risk Analysis results to program teams, understands SRA concepts and theory, with ability to interpret results to the program team and integrate mitigation plans into the IMS and schedule risks into the Risk Management process
  • Provides weekly and monthly planning metrics on schedule status, baseline maintenance, critical path analysis, and schedule variance analysis and network logic validation, employing appropriate Earned Value Management System processes
  • Mentor and train junior planners
  • This position will be full-time onsite.



Qualifications You Must Have:

  • Bachelor Degree from an accredited university or college - An advanced degree in a related field may be substituted for additional years of experience as follows: Master's is equal to 3 years of experience
  • 8+ years of applicable Planner or Program Management experience that included Program Planning and Scheduling
  • Prior work experience with development and maintenance of Integrated Master Schedules in a highly matrixed Organization
  • Prior experience using software designed for creating and maintaining industry related schedules. (MS Project, Primavera, Open Plan, or similar scheduling software)
  • Experience in developing program-level critical and driving paths, followed with validation of the logic/paths with the programs
  • Prior work experience with managing/leading/integrating scheduling and EVMS techniques, principles for project teams
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.



Qualifications We Value:

  • Experience in the area of analyzing and querying schedule data (including Schedule Metrics)
  • Experience in leading project planning exercises, as well as the creation and maintenance of Integrated Master Plans and Master Schedules (IMP/IMS)
  • Earned Value Management System (EVMS) expertise
  • Ability to decompose statements of work into their basic elements and transform them into a workable program plan
  • Intimately familiar with applicable Government regulations, especially pertaining to program planning and Earned Value compliance
  • Conversant in basic product development principles including Agile software development
  • Project Management Professional (PMP) Certified by the Project Management Institute (PMI)
  • Ability to interface and influence at all levels of an organization with strong communication skills, both verbal and written
  • Ability to thrive in a deadline-oriented environment
