Job Description:The Program Manager directs all phases of programs from inception through completion. Drives program execution in order to achieve key business and financial objectives for new, continuing, or current programs. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. The Program Manager drives the planning, initiation, and management of corporate programs, as well as leading and guiding the work of technical staff. The individual serves as liaison between the business and technical aspects of projects, plans project stages and assesses the business implications for each stage. This vital role also manages and drives program and proposal progress to assure scope, schedule deadlines, budgets and process standards are achieved.

The Program Manager, Senior Specialist Level is a senior professional with strong job program management and area knowledge with broad knowledge of project management, managing complex projects and processes with general oversight to achieve operational targets and goals with direct impact on departmental results.

  • Manage with minimal supervision all levels of ForceX assigned program team personnel
  • Manage relationships with all levels of the customer's organization
  • Manage program financial forecasts and schedules
  • Engage in direct customer interaction when scoping new product capabilities
  • Knowledge of full product life cycle; customer needs, design, development, testing, deployment, support
  • On a limited basis independently perform program/project management responsibilities
  • Collaborate and communicate with customers via face-to-face, telephone, email, and other media to maintain strong customer relationships and set proper customer expectations
  • Communicate the customer's goals and represent the customer's interests to the team
  • Effectively interact with other departments to gather, monitor and analyze performance data
  • Be responsible for all customer communications, conflict resolution, and compliance on customer deliverables and revenue
  • Provide project status reports, address issues and problems as appropriate
  • Verify that processes and procedures are completed and quality standards are met
  • Pursue opportunities for product growth and new business
  • Manage proposals within capture process to support the organization
  • Actively look for new employees
  • Perform other duties as requested, directed or assigned



Job Knowledge, Skills and Abilities:

  • Capable as a PM for planning, directing, and managing complex projects including resource utilization, procurement, training, problem resolution, employee relations (including subcontractors), cost, budget, and managing to milestones
  • Knowledge of DoD Acquisition Lifecycle and all milestone events within the lifecycle
  • Broad knowledge of Project Managment with experience leading and collaborating with a range of organizations and teams
  • Proven ability to manage program risks and opportunities
  • Proficient skills in written and oral communications, presentations, judgment, negotiation, and facilitation
  • Well organized with the ability to take initiative and work independently but also be a team player
  • Advanced knowledge using Microsoft Office (Word, Excel, PowerPoint, Visio, Outlook and MS Project)
  • Demonstrate strong organizational skills including planning, scheduling, documenting, and action item tracking
  • Strong communication skills (active listening, engaging and questioning)
  • Ability to weigh competing priorities when making decisions
  • Ability to lead a project using own initiative and with minimal supervision, working as part of a diverse team in a matrix functional organization
  • Ability to create and maintain accurate / accessible and organized documentation
  • Ability to lead proposals, programs and teams and drive future new business growth
  • Ability to travel several times a month
  • Ability to acquire a US Security Clearance is mandatory
  • United States Citizenship required



Education and Experience:

  • Bachelor's (BS or BA) degree in Science, Technology, Engineering and Mathematics (STEM) (preferably Systems Engineering, Networking, Software, IT, or Computer) or equivalent of education and related experience
  • 6 years minimum experience performing as a Program Manager (PM), Assistant PM (APM), Deputy PM (DPM), Project Manager (PjM), and/or Project Engineer (PE) in a Federal Government environment
  • 2 years minimum experience managing a DoD Acquisition Lifecycle project or program including support for or leading of major milestone events



Preferred Skills, Experience and Education:

  • Experience leading software development projects within the DoD Acquistion Lifecycle is preferred
  • Program/Project Management experience including the ability to elicit, write, review, manage, and verify requirements
  • Prior experience working on heavily technical programs with the ability to communicate and understand technical information
  • Experience working in an agile software environment is strongly preferred
  • Experience in directing customer interaction when scoping new product capabilities
  • Prior experience managing resources and mentoring team members



Physical Demands:

  • Required to sit for long periods of time
  • Frequent light physical effort required
  • Written and verbal communication
  • Dexterity of hands and fingers to operate a computer keyboard and mouse
  • Able to egress and ingress airplanes
  • May require the ability to travel via automobile or airplane



Personal Protective Equipment:

  • As required by program needs



Work Environment:

  • Work performed in an office environment or customer facility
  • Working with computers, and other computer components
  • Duties may require being on call periodically and working outside of normal working hours (evenings and weekends)
  • Travel Up to 20% to support customer events
