Providence Health Plan is calling a Materials Operations Program Manager who will be the owner of regulatory-required member materials defined programs to our location in Portland, OR. This position will be remote and may pivot to a hybrid model in 2022 working a combination of in office and remote. The role is open to the footprint of Providence in AK, WA, OR, CA, TX, and MT.

Member Materials programs include, but not limited to ensuring all regulatory requirements are met, gathering and implementing input from cross-functional teams and managing auditing processes for deliverables (SBCs, summary of benefits, Evidence of Coverage (EOCs )and Annual Notice of Change (ANOC)). As owner of Member Material defined programs, this role is responsible for strategic planning, creating and maintaining program project plans that encompass the entire life cycle of the program; inclusive of developing the timeline and budget, leading annual program implementations, managing all internal and external stakeholders, and managing ongoing monitoring and reporting of all programs. The Member Materials Operations Program Manager should have a continual focus on process improvement, and is expected to review all programs at least annually and present improvement opportunities to department leadership when appropriate.

  • Interacting positively and professionally with a wide variety of internal and external stakeholders.
  • Gaining and maintaining knowledge of the wide variety of product portfolios and benefits associated with Commercial, ASO, Medicare, Medicaid and Individual lines of business.



In this position you will have the following responsibilities:

  • Owner of defined Regulatory-Required Member Materials Programs
  • Creates and maintains program project plans related to member materials.
  • Owns and maintains detailed end to end process documentation as related to programs
    • Inclusive of needs and tasks of cross functional stakeholders (IS, Compliance, Membership Accounting, Product & Benefit Management) and external vendor partners
  • Leads cross functional work groups, inclusive of managing project meeting series and stand-ups when necessary to maximize efficiency and effectiveness of work.
  • Manages the creation of, and prepares correspondence, memos, schedules, reports, special projects, agendas, minutes, contracts, presentations, overheads, and flowcharts with little or no guidance. This may involve obtaining, organizing and planning suitable presentation of content. Routes, answers or prepares responses to inquiries with little or no guidance.
  • Recommends process improvements related to Member Materials Programs, and leads implementation of improvements when approved.
  • Establishes and promotes positive working relationships within the department and throughout PHP.



Job specific knowledge, skills and abilities

  • Proficient in documentation software and database management.
  • Thorough knowledge of personal computer applications (e.g. Teams, Excel, PowerPoint, WorkFront, etc.).
  • Proven ability to work in website applications.
  • Strong, demonstrated, project plan development and execution.
  • Ability to manage budget for Marketing Programs
  • Ability to anticipate and think through content variation and scenarios to ensure correct programing for our document-generation platform (Product Forge) to produce desired end result for material(s).
  • Ability to assess root cause, bring collaborative solutions to the table and implement scalable processes to avoid same errors.
  • Strong organizational, prioritization and project management skills.
  • Excellent interpersonal and communications skills (both oral and written), with a consistent regard for tactfulness and confidentiality and ability to prioritize work effectively and communicate status and related impact.
  • Ability to understand cross functional roles and respectfully hold individual caregivers and external vendor partners accountable.
  • Proven ability to generate timely and accurate results from cross functional team of caregivers who report to different areas throughout the ministry. Ensuring compliance with regulatory and accreditation guidelines.
  • Proven ability to work collaboratively in a fast paced, team-oriented environment.
  • Keen and consistent attention to detail and accuracy.
  • Ensuring compliance with regulatory and accreditation guidelines.
  • Ability to translate a variety of information into required documents, defining versions, creating templates, maintaining material-specific documentation in materials tracking database, managing translations into alternative languages and formats and coordinating internal reviews, edits and approvals.
  • Able to work and plan with minimal direct supervision and within strict timelines



Required qualifications for this position include:

  • 5 years' work experience in an program support role (program coordinator/manager)



Preferred qualifications for this position include:

  • Bachelor's degree in Business or Health Care Administration.
  • LEAN or Project Management Professional (PMP) certification
