To support this direction Microsoft created Azure Government, a community cloud for U.S. state, local, and federal government agencies. This investment represents a significant expansion of the Azure business and involves unique compliance, security, and operating requirements.

The Azure Government Mission Platform engineering team is looking for a strong, motivated, independent, and energetic program manager to drive complex project requirements, cross-team communication, and execution accountability across multiple critical infrastructure projects within the Azure Global business portfolio. You will work with internal and external stakeholders to define project goals, understand security and compliance requirements, and drive project completion in a fast-paced, high-energy environment.

The ideal candidate will have strong technical, organizational, and communication skills, a passion for customer service and be able to quickly trouble shoot and resolve issues. The candidate must be self-motivated, able to prioritize work quickly and appropriately in an ambiguous environment.

Responsibilities:

  • Drive execution of a holistic Security Program and its respective projects (i.e. Personnel, Physical, Operational and Information Security) across multiple project managers, teams, and organizations - ensure ownership accountability to the GM/CVP level
  • Support the design, delivery, and operation of Secure Datacenters to support the growth of Microsoft's hyperscale cloud engineering footprint.
  • Work closely with Datacenter Construction, Design, and Integration teams to ensure projects are proceeding in compliance with the strictest government security standards.
  • Plan, manage, and communicate end-to-end project plans to stakeholders and customers.
  • Synthesize customer security and operations requirements into actionable tasks develop auditable processes to ensure continued compliance with these requirements.
  • Proactively identify risks to project schedule and budget and highlight these risks to leadership along with potential risk mitigation measures.
  • Implement design reviews for datacenter construction projects to ensure projects are continually adhering to agreed upon accreditation standards.
  • Build and maintain strong working relationships with multiple customer SMEs in order to understand program requirements and develop solutions to compliance problems.
  • Establish cadence for regular review of RFIs and change orders that impact security.
  • Partner closely with Program Management Office organization to ensure organizational alignment on program goals and milestone status
  • Develop strict construction security procedures to ensure integrity of project sites, equipment, and material.
  • Drive standardization and consistency across multiple programs by authoring runbooks, CONOPS, and SOPs and socializing these cross-functionally to ensure organizational alignment.
  • Disseminates a common project culture and mindset by informing, communicating and training teams about techniques, methodologies and best practices
  • This role will drive for the definition of policy, implementation procedures, and solutions required to help Microsoft scale our US Government engagements; protecting our employees and overall programs



Qualifications:
Required:

  • Minimum 3 years of experience managing technical and/or security programs
  • Minimum 3 years of experience interpreting and implementing NISPOM, ICD-705, and project-specific security requirements.
  • Minimum 3 years of experience implementing security programs within a datacenter or other 24/7 critical infrastructure environment
  • Confident and skilled in preparing and delivering presentations and briefings to customers, stakeholders and senior leaders
  • Ability to work across multiple functions in order to drive accomplishment of common goals.
  • Self-starter with the ability to proactively identify opportunities to improve operations and increase efficiency


Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
  • Candidates must have at least an active TS/SCI (with polygraph). This role will require candidates to maintain the TS/SCI (with polygraph) clearance.


Candidates selected for this position must comply with Federal Executive Order 14042 mandating that federal contractors and subcontractors receive the COVID-19 vaccine by being fully vaccinated before their date of hire, or work with Microsoft to receive an approved religious or medical accommodation.

Preferred:

  • 3+ years of experience operating in a PMO or similar central program office preferred
  • 3+ years of experience working in datacenter or similar 24/7/365 critical infrastructure environment
  • 3+ years of experience reviewing construction, networking, and security diagrams for secure and critical infrastructure facilities
  • Working knowledge of technical security, TEMPEST, and EMSEC
  • Experience acting as Site Security Manager or similar construction security capacity
  • Experience working directly and independently with US Government customers
  • Strong analytical skills, combined with a strategic orientation, as well as an aptitude for solving complex business problems
  • Ability to change plans, goals, actions and priorities in response to an evolving business environment
  • Technical problem-solving and analytical skills using data analysis and escalation management in a complex environment
  • Experience managing projects with multiple work streams and partners; demonstrated strategic planning abilities
  • Effective communication and interpersonal skills with proven ability to impact & influence key stakeholders
