GDIT has an opportunity for an experienced Program Director (PD) to join an IT Operations Project for a Federal Government Agency. The candidate will provide oversight to IT Operations in a SAFe Agile environment. Candidate will be responsible for the successful cost, schedule, and performance of the an IDIQ contract. Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the Contractor's senior management. Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PD will be responsible for the implementation of national cyber security controls and support research of key technological and cyber issues likely to impact development and sustainment efforts implementation The PD shall utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents. The qualified candidate will perform the following tasks:
• Have been a PM of at least two large Federal government >150 Full-Time-Equivalent (FTEs).• Experience in Agile IT transformation moving from Waterfall to Agile and/or ITIL 3 to ITIL 4 with experience working with customer leadership, training, staffing, organizing, and delivering.• Experience with managing or enabling DevSecOps culture and implementation of CI/CD pipelines in an integrated IT environment• Experience should include Agile/iterative software development, data analytics within a Cloud environment.• Shall have demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management• Experience driving discussions with senior government personnel regarding trade-offs, best practices, project management and risk mitigation• Exceptional technical aptitude and verbal communications skills that demonstrate an ability to collaborate with stakeholders and business.• A proactive approach to identifying issues and problems, areas for improvement, and performance bottlenecks along with an ability to offer and implement solutions to address these.• Experience creating dashboards, report deliverables and analysis of all aspects of the program task orders and the IDIQ contract to drive efficiencies and effectiveness.• Excellent written and verbal communication skills, with a strong attention to detail and superior ability for problem solving.• Skilled at planning, deployment, and management of a large team, and maintaining those resources that possess the experience, skills, knowledge, training, and clearances to support task requirements.• Demonstrate the ability to develop and maintain a comprehensive training and education program for the staff• Experience working within the federal government or serving federal government clients on Agile-based development contracts

Education: Masters degree

20+ Years program management experience.
• Have been a PM of at least two large Federal government >150 Full-Time-Equivalent (FTEs).• 5 yrs Agile SAFe

Successful Candidate will have completed the following certifications:

- SAFe SPC Certification
- PMP,
- ITIL 4
- CISM or CISSP desired
