Basic Qualifications

Bachelor's degree or equivalent is required plus a minimum of 15 years of demonstrated leadership; or Master's degree plus a minimum of 13 years of demonstrated leadership.

CLEARANCE REQUIREMENTS:
Department of Defense Secret security clearance is preferred at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

Responsibilities for this Position

General Dynamics Mission Systems has an immediate opening for a Program Director to oversee the Production, delivery, and in some cases, the development of a portfolio of Software-Defined Radios and accessories under contract with the United States Navy and other services . This is a large, high visibility DoD Program presently in Full Rate Production. Production and deign efforts are currently performed internally at GDMS facilities as well as via subcontracts to other Electronic Assembly suppliers. In addition to the below-listed required skills, a demonstrated technical competency, (obtained via formal education or actual working experience) in modern electronic manufacturing processes, Government wireless communication waveforms, Military Radios, Software-defined radios and COMSEC/TRANSEC is mandatory in order to represent the activities on this program to both the prime contractor and the Navy customer personnel. The candidate must either currently possess a US security clearance of (at least) the Secret level or be willing and able to apply for one and live within the required conditions to maintain it. In addition to managing existing contracted activities, this Program Director (in partnership with the BD community) is expected to organically grow the contracted portfolio by exploring new customers/new capabilities to expand the business.

REPRESENTATIVE DUTIES AND TASKS:

  • Develops & implements product/program strategies, roadmaps, and cohesive integrated plans for portfolio to meet business and program objectives relating to revenue, margin, quality, and time-to-market
  • Develops, defines and executes project plans, schedules, budgets and deliverables
  • Balances programs, risks and opportunities with executable strategies to meet technical requirements and budgets
  • Conducts reviews to drill down into issues on products/programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams
  • Set standards for metric reviews over a family of programs/product line or within a business area
  • Manages people who lead department or cross-functional program teams in matrix organization to achieve schedule, cost, and technical performance objectives
  • Prepares and presents program/product status to leadership and external customers
  • Reviews organizational capabilities, and development/execution of strategies, to improve the competitiveness of the organization through actions such as professional growth & development, strategic hiring, strategic partnering, and acquisitions
  • Interfaces with customers on technical matters regarding program/products
  • Develops customer relationships and develops new business within the market/program
  • Identifies market/scope changes and develops product/program positions for costs/price and feature changes or equitable cost/schedule adjustments
  • Develops personnel to ensure efficient operation
  • Delegates assignments to others for developing solutions
  • Develops and executes proposal plans and strategies
  • Effectively engages in complex negotiations involving various aspects of the business area
  • Responsible for directing other product/program managers and responsibility for managing people including performance evaluations and pay increase recommendations
  • Leads the patent and data rights for the products/programs/proposals/subcontracts
  • May be responsible for directing the planning, proposal preparation, negotiation, budgeting, performance measurement, and profit generation of other program managers
  • This position is responsible for establishing and achieving operational and people excellence objectives for Program Performance Management (PPM)
  • Ensures the organization is recognized as value-added to the business through effective and efficient level of service including consistent implementation of analysis and recommendations, standard tools, policies, and procedures based on program requirements
  • This Director will mentor employees in both current assignments and career advancement
  • Promotes & engages employees in the organization's vision, strategy, and goals
  • Builds and leads effective employee teams to include: goal setting, effective working relationships, role clarification, problem solving
  • Manages, trains (OJT), and mentors managers and analysts in the realm of program management and program performance areas of expertise
  • Provides on-going performance and career development feedback; addresses disciplinary issues as necessary
  • Develops process improvements for department, monitor progress toward the objectives to ensure projects achieve desired results
  • Manages and controls staffing forecasts in alignment with the department budget, selecting and hiring new employees as necessary to support the business needs
  • Allocates resources according to skillsets and program requirements
  • Collaborates with other parts of the business
  • Provides interpretation in executing company-wide policy and procedures and EVMS related DFARs and DIDs
  • Maintains on-going open, two-way communication with employees, department leadership team, program managers, and business leaders
  • Conducts EVMS training, ensures compliance with EVMS; supports government audits to demonstrate compliance

  • Significant knowledge in EVMS methodology, principles, and auditing

  • Expert in Earned Value Management cost or scheduling tools
  • Significant experience in coordination of program requirements across planning stages with several subcontractors across distinct product lines
  • Domain expertise in program and/or product life cycle, material management, financial processes, and contracting structure
  • Significant experience with DCMA and DCAA audits
  • Working understanding of government procurement cycle
  • Due to the nature of work performed, U.S. citizenship is required


Critical for this Production Program Director role: The ability to understand the needs, strategies, and motivations of customersand to be the voice of our customers to others within the company. The ability to lead and or participate strongly in the development and implementation of strategy and tactics for acquiring new business. Strong relationship management and marketing skills. The ability to support and recommend business proposal development. Being Customer service driven and able to ensure that commitments to customers are communicated, understood, and completed. Strong communication skills including presentations, one-on-one and groups. The ability to manage or participate in the development of proposals, and negotiation of business agreements. The ability to develop relationships necessary to better understand the customer's needs and decision-making processes. The ability to convey the company's interests to the customer and the customer's requirements to company management.
