The Federal Reserve is developing a new interbank 24x7x365 real-time gross settlement (RTGS) service with integrated clearing functionality, called the FedNow service. This service will help enable financial institutions provide their customers with the ability to send and receive payments any time, any day, and have full access to those funds within seconds. This position is a unique opportunity to be part of a new mission-critical Federal Reserve initiative that will be transformative to the payments landscape in the United States.
Top level technical expert in one or more highly specialized areas of applications systems analysis and programming.. Responsible for software design, coding, testing, debugging, and documentation.. Has full technical knowledge of all phases of applications systems analysis and development.. Provides technical leadership on complex projects.. Interacts with internal project teams and work groups regularly.. Level of work required is considered advanced and staff must be able to work under minimal supervision.. Facilitates the delivery processes and meetings for Scrum teams, including sprint planning and retrospectives, daily standups, reviews, and sprint demos. Bring Scrum/Agile to life for your team, and guide them on how to use best practices and values. Coach the broader delivery organization on Agile best practices and techniques. Support and assist the Product Owner to groom and maintain the product backlog. Act as a team lead with a combination of direct and matrixed reports as part of an integrated Scrum team. Contribute to estimating, planning and forecasting. Serves as a Software Engineer: support the team in design, delivery and implementation, help resolve technical issues, and contribute actively to the FedNow codebase, though this is not your primary responsibility. Provides input into strategic and tactical planning of software solutions and software development lifecycle changes. Demonstrates skill dexterity; seeking to continuously adapt and employ new technical skills alongside proven staples. Ensures that the quality of software developed, maintained and enhanced in-house and installed into production is sufficient to prevent the occurrence of catastrophic defects that cause the customer significant problems, missed deadlines, or interruption to the production environment through a commitment to unit testing and automation. Ensure compliance with Fed policies, procedures and standards.Perform other duties as assigned. Bachelor's degree in Computer Science, Information Systems, or equivalent background or experience. Scrum Master Certification (e.g. CSM, PSM). Experience with Agile software engineering (Scrum, Kanban, Lean etc) 2+ years working with aws cloud-based platforms in an enterprise environment. Ideally you've had experience introducing Agile delivery methods to a product or organization. Demonstrated experience engineering software with cloud-first architectures 5+ years software engineering experience in a team-based environment Ideally, experience with building and deploying solutions in Cloud Experience with CI/CD build tools, and DevOps processes A real desire to make a difference with a new national platform. You'll have demonstrated expertise in Scrum, and ideally other Agile techniques (e.g. Lean, Kanban), including experience in scaling these across large teams and product builds . You'll be a strong communicator, negotiator and collaborator. Proficiency in Java and other modern programming languages (e.g. JavaScript, XML, JSON) General technical expertise in areas such as operating systems, networking, database, etc. Ideally, you'll have experience with AWS services, and integrating them into an application Demonstrates independent thinking and decision-making abilities Demonstrates excellent written and oral communication abilities Proficient knowledge of cloud security for application development and delivery Robust knowledge of object-oriented programming All employees assigned to this position will be subject to FBI fingerprint/ criminal background and Patriot Act/ Office of Foreign Assets Control (OFAC) watch list checks at least once every five years.The above statements are intended to describe the general nature and level of work required of this position.
