As we continue to grow in today's fast-paced environment, the TPX organization is currently looking for a collaborative and action-oriented player to join our Program and Portfolio Management team. This dynamic role will support a wide range of strategic infrastructure-related efforts that will transform how PayPal operates and executes in the future. Lessons learned are utilized to improve processes and influence the overall organization to deliver high-quality customer experiences. All of this is done while fostering a culture of fun and opportunity for the team dedicated to serving our customers.
The Program Manager will be responsible for scope, budget, planning, communication, risk management, and project management for one or more Data Platform services. This candidate will have experience and understanding of technology, project management, and change management
Programs span multiple teams, projects, geographic locations, time zones, deliverables, and involve complex technologies.

Responsibilities:
- Drives the coordinated management of programs over a finite period of time in order to achieve specific business goals. Ensures the timely delivery of business value and the efficient use of organizational resources.
- Partners with Business and Technology leadership to establish a solid understanding of the vision, purpose, and expected business benefits of a program. Ensures measurable KPIs are defined and aligned to company goals and objectives.
- Manages the program-level decomposition of work across multiple delivery teams. Works across organizational boundaries to define program interdependencies and release plans.
- Program Planning & Execution-
- Manage scope, milestones, and budget across the program to ensure completion of program/project goals
- Develop and provide direction and guidance to the team in developing appropriately structured and detailed program/project plans
- Identify and track program/project interdependencies to ensure timely and successful delivery
- Identify, track, prioritize and drive resolution of program-level issues, leveraging lessons learned from prior experience and work to address and mitigate systemic issues
- Identify and track major milestones for the program, or key projects in the program(s)
- Monitor and measure progress to ensure that the projects meet or exceed performance targets, ensuring that teams document the accurate status of the program, projects within the program(s), or external projects that have dependencies. Ensure successful completion of program exit criteria.
- Communicate timely and accurate status to appropriate levels and stakeholders.
Required Experience, Skills, or Abilities:
- Program Manager with 5+ years of IT experience, preferably with Data Platforms and services
- Extensive knowledge of project and program management processes, tools, templates, and management techniques
- Exceptional problem solving and negotiation skills, with the ability to work across organizational boundaries to drive closure of complex delivery challenges
- Strong business acumen and technical background, with the ability to quickly understand and communicate technical concepts and challenges across a wide-ranging audiences
- Strong written and verbal communication skills, with professional confidence and credibility to effectively engage and interact with senior and executive management
- Successful track record of managing complex programs that deliver technical solutions across multiple project teams and organizational units that meet agreed-upon business objectives and performance metrics
- Strong technical acumen, able to ensure that technical solutions, strategies, practices, and governance deliver business and customer value
- Deep knowledge of project management process, project management tools, and management techniques
- High degree of professional confidence and credibility with effective presence, strong written and verbal communication skills, able to communicate technical concepts and plans at all levels
- Strong organizational and analytical skills with the ability to move quickly from insight to action
- Collaborative, self-starter, and self-sufficient individual
- Thrives in a dynamic, stimulating work environment
- Ability to work in a dynamic fast-paced environment
- Knowledge of Agile/Scrum development
- Familiarity with tools like JIRA/ServiceNow, MS-Office, Smartsheets/Clarizen, Collaboration tools (Slack, Skype, etc.)
