Deployment Manager
Job Description
ASRC Federal is seeking a Deployment Manager to join our growing team supporting an exciting mission in Columbia, MD area.
Provide logistical support which contributes to meeting project goals and minimizing project risks. Responsible for designing, developing, and maintaining detailed resource-loaded schedules for deployment of developmental and operational systems. Works with developmental and operational teams to develop detailed schedules and assists in keeping these schedules current. Uses automated tools such as MS Project, Primavera or program mandated software. Develops and/or modifies project schedules and or the integration of multiple project schedules into an overall Master Program Schedule. Maintains the overall Master Program/Project Schedule. Links project schedules with the overarching program, Investment Portfolio, functional area and/or other Integrated Master Plans (IMPs). Provides hands-on development of layers schedules and IMPs that address how a deployment project is progressing and how that project contributes to overarching requirements and objectives.
Establishing deployment schedule objectives and monitor their implementation by the project team. This includes; - Monitoring project performance and schedule - Ensuring project meets NSA and DoD requirements - Ensuring system life-cycle support planning is performed early in the planning process - Ensuring project planning incorporates necessary certifications, accreditations and authority to operate approvals - Ensuring deployment documentation is identified, completed, kept current and relevant - Demonstrating measurable milestone completion based on established schedules - Ensuring a test and evaluation process is implemented in accordance with NSA/CSS Policy - Foreseeing operational sustainment risks and solidifying processes that ensure immediate operational recovery for the life cycle of the entire system - Interfacing with stakeholders managing customer expectations - Drafts, updates and certifies documents, as required
Providing support necessary to fulfill pre-deployment activities including: - Rough order of magnitude cost and schedule evaluations - Ensure that Project feasibility Analysis is completed by the project team - Power, space, and cooling analysis (waiver if needed) - Programmatic Environmental, Safety and Health Evaluation - Ensure the System Security Plans and CONOP is completed by the team - Ensure that a Site Preparation Requirements and Installation Plan is communicated with stakeholders (including site survey) - Ensure that Test Evaluation Master Plan is in place by team - Pre-Ship Audit and Review (PSA/PSR)
Providing support with customers for on-going system liens issues Support necessary to meet requirements for systems upgrades, installation of new systems, and system replacements Facilitating communication with TRF technical staff allowing for assessment and interpretation of technical anomalies uncovered as the project evolves Providing status reports, as required for meetings (per management request) Travel to CONUS and OCONUS sites. Activities during travel include: - Site Survey - System Installation - System Testing - System Evaluation - Conferences - Seminars - Site Discovery Meetings
Requirements
SIGINT Experience Desired: At least three (3) years of direct experience with deployment of systems supporting the intelligence community or signals intelligence activity.
Education Requirement: Bachelor's Degree in Communications Engineering, Computer Engineering, Computer Science, Electrical Engineering, Information Systems, Mathematics Education, Liberal Arts or similar degree or equivalent (four years) documented combination of training and experience.
General Experience Requirement: Demonstrable experience and proficiency with project management processes including: risk management, procurement management, quality management, cost management, time management, scope management, integration management, project communication management, Project Management Plans, Acquisition Logistics Support Plans (ALSPs), Concept of Operations, System Security Plans, Deployment Management Plans, Site Surveys, Critical Path Method (CPM), and Work Breakdown Structures' (WBS).
Certification in Program Management technologies such as PMP or DAWIA certification or equivalent education.
Enrollment in a certification program and an additional one (1) year of deployment management experience may be substituted for certification.
